Program statement

Each municipal centre has a team of dedicated professionals who strive to make this a positive and rewarding experience for your child. We view all children as competent, capable, curious and rich in potential.  We support and nurture each child to be healthy, and happy and value their uniqueness.

As per the Minister’s policy statement on programming and pedagogy, our team references How Does Learning Happen? as a guiding document for programming and education. We incorporate the principles set out in the Early Learning for Every Child Today (ELECT) document [ 2.2 MB ] into daily programming.

How Does Learning Happen?

This professional learning guide is organized around four foundational conditions that are important for children to grow and flourish. These apply regardless of age, ability, culture, language, geography or setting. They are conditions that children naturally seek for themselves.

Belonging refers to a sense of connectedness to others, an individual’s experiences of being valued, of forming relationships with others and making contributions as part of a group, a community, the natural world.

Engagement suggests a state of being involved and focused. When children are able to explore the world around them with their natural curiosity and exuberance, they are fully engaged. Through this type of play and inquiry, they develop skills such as problem solving, creative thinking, and innovating, which are essential for learning and success in school and beyond.

Expression or communication (to be heard, as well as to listen) may take many different forms.  Through their bodies, words, and use of materials, children develop capacities for increasingly complex communication.

Well-Being addresses the importance of physical and mental health and wellness.  It incorporates capacities such as self-care, sense of self, and self-regulation skills.

the four foundations of how does learning happen

Admission

Children are admitted to Municipal Child Care centres through the Child Care Registry and Waitlist (CCRAW).

Parents/guardians must make an appointment for an initial tour of the municipal centre and to review paperwork.  Children are welcome to accompany their family on the tour. The supervisor will provide an orientation which will include the following:

  • Introduce you and your child to the program and staff
  • Discuss your child’s needs including allergies, eating and resting habits
  • Review policies and procedures
  • Discuss hours of child care required, start date, and transition into the centre
  • Show you where to find menus and a program of indoor and outdoor activities

Before your child starts attending the municipal centre, you must complete and submit the child care enrolment and authorization forms that were provided to you by the supervisor of the centre and a copy of your child’s immunization record or exemption.

Fees and help with the cost of child care

A child care fee subsidy helps with the high cost of child care. It may cover all or part of a family’s child care costs. The City has set criteria for fee subsidies and prioritizes families most in need. For more information, go to Get help with your child care costs.

Centres are open 261 days per year and 21.75 days per month.
