What: The City of Ottawa will be installing a new velocity meter in the maintenance hole near 3 Canal Lane.

Why: This new velocity meter will improve the monitoring of sewage overflow. The objective of this program is to increase municipal implementation of near real-time public reporting of sewage bypass and overflow events.

When: Construction is expected to begin mid-May and be completed by summer 2024, weather permitting.

Where: Workers will intermittently enter the maintenance hole near 3 Canal Lane.

Traffic management

No road closures will be required. Pedestrian and bicycle traffic using Canal Lane will experience a reduction in the multi-use path width near the maintenance hole located between the Parks Canada building at 3 Canal Lane and the Wellington Street overpass.

Traffic management

Vehicle traffic will not be impacted.

Pedestrian and cyclist traffic will be impacted as the MUP will need to be excavated. A temporary detour will be provided, with construction signage on either side of the pathway, for the duration of the project. It has been made a priority to get the MUP re-instated as quickly as possible.

On Thursday, May 16, 2024, the City of Ottawa will begin the construction of a new roadside ditch along Craig’s Side Road and culvert crossing replacement to improve the surface drainage in your community.

What: The work entails installing a new 600mm diameter culvert to replace the existing crossing and a new roadside ditch with a minimum depth of 0.5m. Craig’s Side Road will be reduced to a single lane for the duration of the work.

Why: The City of Ottawa will be replacing the existing culvert which has reached the end of its service life and completing a new roadside ditch to the Carp River to improve surface conveyance.

When: This work is planned to begin on Thursday, May 16, and will be completed by Friday, May 31, 2024.

Where: Craig’s Side Road, between Farmland Road and Carp Road.

The City of Ottawa is currently working on the renewal of Pooley’s Bridge. This work primarily includes the reconstruction of sections of the bridge masonry, rehabilitation of the bridge deck and parapets. To facilitate the rehabilitation of the bridge deck, the bridge must be closed for pedestrians.

What: Rehabilitation of the bridge deck, including repair to the concrete deck, waterproofing and resurfacing, and new parapet railings.

Why: To improve the lifecycle of the bridge.

When: The closure is expected to commence during the week of May 20, and be in place until July 15, 2024.  

Where: The proposed work will occur on Pooley’s Bridge, which is located between Commissioner Street and the east end of Fleet Street. The detour route D-1 is from the west side of the bridge along Lett Street to Wellington Street then Commissioner Street and from the east side of the bridge, using Commissioner Street, left onto Wellington Street and left onto Lett Street.

Beginning in May 2024, the City of Ottawa will begin construction work to construct pedestrian crossovers in your neighbourhood.

What: Pedestrian crossovers are designated areas that allow pedestrians to safely cross the road, where vehicles must yield to pedestrians when crossing. Pedestrian crossovers (PXOs) are identified by specific signs and pavement markings. In some cases, but not always, they may also have pedestrian activated flashing beacons.

Why: This work is required to improve mobility and safety for pedestrians.

When: This work is scheduled to begin in mid-May and is anticipated to be completed by July 2024.

Where: PXOs will be constructed on each leg of the St-Joseph Boulevard/Jeanne-d’Arc Boulevard roundabout. Work will involve removal and replacement of sections of sidewalk adjacent to the intersection, asphalt and landscaping reinstatement, signs and pavement markings.

Who: The City of Ottawa has retained the contractor, Mopri Construction, to complete the work.

Traffic, pedestrian and cycling impacts

To accommodate the proposed construction, temporary lane reductions will be required. Access to private properties, including pedestrian and cycling access, will be maintained throughout the construction period unless otherwise communicated.

Parking

To allow work to proceed, on-street parking in the vicinity of the PXO may be prohibited during the construction period. If required, signs will be placed a minimum of 24 hours in advance, indicating the parking prohibition. Vehicles parked at these locations may be towed at the owner’s expense.

In the event that access to private driveways is temporarily restricted due to construction activities, the on-site inspector will provide a temporary On-Street Parking Permit (orange form) to authorize on-street parking within a few blocks of your residence.

What: Work will involve milling/pulverizing of the existing surface and roadway resurfacing. Increased noise levels to be expected in order to facilitate the work.

Why: The City of Ottawa will be resurfacing roads as preventative maintenance aimed at extending the City's roadway network lifecycle.

When: This work is expected to start in May and completion is anticipated by fall 2024. The road will remain open to traffic with lane closures expected. Traffic control personnel will direct traffic through the site.

Where: The following roadway work will take place during the day and evening, as required, and will involve minor lane interruptions:

However, if you have plants or any other assets located within the City’s right of way that you want to preserve, we suggest that you move them in preparation for the construction work. If you own a subsurface lawn irrigation system or heated driveway system, please notify the City’s Project Manager.

The City of Ottawa will be undertaking a hydrovac investigation in your neighborhood. This work is being done to determine existing utility information as part of the design phase for the St. Laurent Fibre Network Installation Project.

This project will oversee the design and installation of underground traffic duct work along St. Laurent Boulevard from McArthur Avenue to Ogilvie Road, including a ductwork connection from the intersection of St. Laurent Boulevard and the transitway to an existing maintenance hole location at St. Laurent Station. The installation would provide the City enhanced communications links to existing traffic signals and increased communication capacity and efficiency to the City’s Traffic Signal System and Traffic Camera System network.

What: The investigation work will involve removal and replacement of existing concrete sidewalk, asphalt boulevard and/or grassed areas in order to carry out the hydrovac operations. The investigations will be done by workers and truck-mounted equipment, as needed. Short duration traffic control will be required to complete the work.

Why: This investigation is critical to obtain information to support the design work for the St. Laurent Fibre Network Installation project.

When: The field investigation work will take place in mid-May 2024 and could take up to five (5) business days to complete. The work will be conducted between the hours of 9 am and 3:30 pm, Monday to Friday.

Where: At localized spots along St. Laurent Boulevard, between McArthur Avenue and Ogilvie Road.

Who: The City of Ottawa has retained the contractor, EXP and their sub-contractors Clean Water Works and D-Squared Construction, to complete the work.

Driveway access

As the various road reconstruction activities are in progress on your street, driveway access may be restricted for a short duration (less than a few hours). In the event that access to your driveway will be impacted, you will receive 24-hours’ notice.  All efforts will be made to ensure an alternate access option is available. The construction is within the City’s right of way but may result in some disruption to part of the private property directly adjacent to the work. The City will reinstate sections of landscaping, driveways and walkways that are disturbed by construction. However, if you have plants or any other assets located within the City’s right of way that you want to preserve, we suggest that you move them in preparation for the construction work. If you own a subsurface lawn irrigation system or heated driveway system, please notify the City’s Project Manager.

On-street parking

As the various road reconstruction activities are in progress on your street, on-street parking may be restricted. In the event that access to your driveway will be impacted, you will receive 24-hours’ notice and provided with a Temporary On-Street Parking Permit (orange form) to permit on-street parking within two blocks of your residence. In May 2024, the City of Ottawa will commence crack sealing within your neighbourhood to increase the roadway longevity.

What: The work will include sealing longitudinal and lateral cracks within the roadway using a heated bituminous material.

Why: Crack sealing is a preventative maintenance measure aimed at extending the service life of roadways, by stopping the downward migration of water into the granular and subgrade materials by filling the cracks in asphalt pavement.

When: Construction is expected to begin May 2024 with work taking place during the day, evening, and night. Weekend work is anticipated, and traffic interruptions may also be experienced due to flagging operations.

Noise

You may notice noise during drilling. The City of Ottawa Noise By-law (2017-255) allows construction activity to occur weekdays between 7 am and 10 pm. On Saturdays, work is permitted between 7 am and 10 pm, while Sundays, statutory and public holidays work is permitted between 9 am and 10 pm.

In May 2024, the City of Ottawa will start construction in your neighbourhood.

What: The contractor will expand the existing concrete drinking water reservoir. The work will include excavation, building a concrete structure and landscaping. 

Why: This work is required to increase the size of the existing reservoir to meet the drinking water demands of the growing community. 

Where: All work will be on City property inside the fence at the Richmond West Pump Station, located at 1045 Showman Street.

Pre-construction inspection

The contractor is required to carry out interior and exterior pre-construction inspections of consenting homes adjacent to the pump station property. The purpose of the pre-construction survey is to document current building conditions before construction commences. A representative from the contractor will be contacting you about these inspections.  

It is to your benefit to allow the inspection to be conducted on your property, as it may assist with establishing the impact, if any, that construction has had at your property after work is completed. In addition, you may wish to complete your own survey of pre-construction conditions on your property. Your survey should include photographs.

As part of this contract, the contractor is assuming full responsibility for the construction work until it is entirely complete as well as any damages to private property resulting from these construction activities. In the event of such occurrences, all claims for damages should be immediately reported both verbally and in writing to the contractor. This will ensure prompt notification of appropriate authorities to complete the claim investigations.

Starting in early May 2024, the City of Ottawa is beginning the structural rehabilitation of the bridge over Beckett’s Creek on Wilhaven Drive. During this work, Wilhaven Drive will be closed at the bridge and a detour will be put in place. This work is being conducted to help improve the roadways and surface drainage in your community.

What: The concrete bridge structure will be rehabilitated including repairs or reconstruction of elements such as bridge abutments, wing walls, bearings, deck, approach slabs, and barriers. To facilitate this construction, Wilhaven Drive will be closed to through traffic. Local access for residents will remain open.

Why: The bridge’s current condition is in need of repair and the approaches have poor drainage. As a result, rehabilitation is required to extend its service life and improve surface drainage around the structure. The road closure is required for the safety of the residents and workers.

When:  The Wilhaven Drive road closure will begin on Monday May 13 and the bridge will be rehabilitated between approximately May to October 2024.

Where: The bridge is located on Wilhaven Drive approximately 4 kilometers east of Dunning Road and approximately 100 metres west of Beckett’s Creek Road.

Who: The City of Ottawa has retained the contractor, GIP Paving Limited, to complete the work.

Traffic impacts

Signage will be installed to indicate that Wilhaven Drive is closed to through traffic. During the full road closure, local access will be maintained. Local access is defined as those living within the limits of the road closure. All other motorists are required to follow the signed detours. The closure applies to vehicles, cyclists and pedestrians.

During construction, Carling Avenue between Old Irving Place and Bayswater Avenue, will be reduced to two lanes between for a period of eight weeks.
