St. Laurent fibre network installation, field investigation (November 2024)

The City of Ottawa will be undertaking a hydrovac investigation in your neighborhood. This work is being done to determine existing utility information as part of the design phase for the St. Laurent Fibre Network Installation Project.

This project will oversee the design and installation of underground traffic duct work along St. Laurent Boulevard from McArthur Avenue to Ogilvie Road, including a ductwork connection along the Transitway by St. Laurent Station. The installation would provide the City enhanced communications links to existing traffic signals and increased communication capacity and efficiency to the City’s Traffic Signal System and Traffic Camera System network.

What: The investigation work will involve removal and replacement of existing concrete sidewalk, asphalt boulevard and/or grassed areas in order to carry out the hydrovac operations. The investigations will be done by workers and truck-mounted equipment, as needed.

Why: This investigation is critical to obtain information to support the design work for the St. Laurent Fibre Network Installation project.

When: The field investigation work will take place in early November 2024 and could take up to ten business days to complete. The work will be conducted between the hours of 9 am and 3:30 pm, Monday to Friday.

Where: At localized spots along St. Laurent Boulevard, between McArthur Avenue and Ogilvie Road.

Who: The City of Ottawa has retained the contractor, Ottawa D Squared Construction and Clean Water Works, to complete the work.

Traffic impacts

To accommodate the proposed works, various lane reductions, and delays are expected. Sidewalk closures along the west side of St. Laurent Boulevard are also expected. Pedestrians will be directed to use the adjacent sidewalk along the east side.

Driveway access

As the various road reconstruction activities are in progress on your street, driveway access may be restricted for a short duration. In the event that access to your driveway will be impacted, you will receive 24-hours’ notice.  All efforts will be made to ensure an alternate access option is available. Should you have additional concerns about reduced access, such as business deliveries or accessibility requirements, please contact the project manager listed below.

Disruptions

2024 Watermain Inspection Program

The City of Ottawa is continuing its commitment to provide watermain inspections on Sioux Crescent, Okanagan Drive and Cowichan Way. As part of the inspection works, the City will be isolating valves within the City right-of-way and on City-owned properties in the area.

In the coming weeks, the City of Ottawa will conduct a condition assessment of a watermain along Baseline Road, temporarily isolating this section of watermain in order to complete an inspection.

For the duration of the project, your residence will receive drinking water from an alternate watermain nearby. You should not experience any service interruption due to this temporary change. However, you may notice that your water pressure is lower than normal until work is complete. The pressure will remain above our normal minimum standard of service.  No service interruptions are expected.

What: The City will be completing condition assessments of the backbone watermains using electromagnetic (EM) inspection methods.
    
Why: To determine the condition of the existing infrastructure to maintain critical services to City residents.

When: The inspection is expected to begin the week of November 11, 2024. After the inspection, the watermain may remain isolated until as late as May 2025 to permit time for any necessary repairs identified during the inspection.

Where: The following streets will be impacted:

  • Sioux Crescent (entire street)
  • Okanagan Drive, between Sioux Crescent and Sioux Crescent
  • Cowichan Way (entire street)

Who: City is working with Xylem, a piping inspection consultant that specializes in conducting watermain and forcemain inspection as well as providing detailed spectral analyses of findings, to conduct this work.

Construction disruptions

Richmond Road and Golden Avenue Intersection Modifications and MUP from Richmond Road to Dominion Avenue

Representatives of the City of Ottawa will be undertaking work in your neighborhood.

What: Work will involve geotechnical borehole drilling equipment, operators and technicians to complete soil and groundwater sampling.

Why: The work is being performed in preparation for the upcoming road work along Richmond Road at Golden Avenue and pathway work from Richmond Road to Dominion Avenue. Construction work for that project will tentatively begin in 2025.

When: This work will occur over the course of a few days, weather dependent, near the end of November 2024. 

Where: The work will occur at select locations along Richmond Road (between Golden Avenue and Broadview Avenue), on Dominion Avenue (between Berkley Avenue and Tay Street) and along the east property boundary of 445 Richmond Road.

Who: The City of Ottawa has retained WSP Canada Inc. to complete the work.

Accessibility

Accessibility is an important consideration for the City of Ottawa. The City makes every effort to provide access through and around construction sites. Traffic

Traffic will be maintained during the work but off-peak lane reductions are anticipated.

Impact on the right of way and adjacent private properties

This geotechnical work will require drilling boreholes into the road surface and pathways, which will be reinstated following drilling. With the exception of 445 Richmond Road, it is not anticipated that private properties will be impacted by this work.

Noise

You may notice noise during drilling. The City of Ottawa Noise By-law (2017-255) allows construction activity to occur weekdays between 7 am and 10 pm. On Saturdays, work is permitted between 7 am and 10 pm, while Sundays, statutory and public holidays work is permitted between 9 am and 10 pm.

Safety

The City of Ottawa is committed to safety in and around project sites. The project team continues to work closely with the industry and to comply with recommendations provided by municipal, provincial and federal health officials, as well as the Ministry of Labour, Immigration, Training and Skills Development.

Lees Avenue pinned curb – Chestnut Street to Lees Station

The City of Ottawa will install pinned curbs on Lees Avenue this month between Chestnut Street and Lees Station. To learn more about this and other city infrastructure projects in your community, please visit ottawa.ca/constructionmap.

What: The work involves the installation of pinned curbs on Lees Avenue between Chestnut Street and Lees Station.

Why: The pinned curbs will be installed along portions of existing cycle lanes to provide a safe path for cyclists to and from Lees Station and reduce potential conflict points between cyclists and motor vehicles.

When: Installation of the pinned curbs are expected to be complete by the end of November 2024.

Where: The pinned curbs will be installed in both directions on Lees Avenue along portions of existing the cycle lanes between Chestnut Street and Lees Station.

Who: The City of Ottawa has retained the contractor, Prestige Design & Construction, to complete the work.

Traffic management

Lees Avenue will have information and construction signs installed and maintained throughout the construction site for the duration of the work to keep you informed of the changing conditions. Expect some delays in your travel time over the course of the work. Significant effort is being made to reduce the duration of the construction impacts in your community. Access to local businesses and private properties will be maintained throughout the construction period. Access for pedestrians and cyclists will be maintained.

Impact on the right of way and adjacent private properties

The pinned curbs will be installed in the roadway within the City’s right of way. Disruption to adjacent private properties is not expected as part of the work.

Multi-use pathway renewal program - Ward 23

The City of Ottawa is upgrading multi-use pathways in your community. 

What: Work will involve removal and replacement of pathway base, and asphalt and widening to 3 metres where feasible. Reinstatement of adjacent sod and landscaping will follow the main construction.

Why: This work is being conducted to rehabilitate and upgrade cycling and pedestrian facilities. 

When: Construction is expected to be completed by late November or early December. 

Where:

  • Location 1: Shetland Park/Hydro Corridor from Shetland Way to 170 metres east of Steeple Chase Drive West
  • Location 2: Castlefrank Road (east sidewalk) from Hazeldean Road to Katimavik Road

Who: The City of Ottawa has retained the contractor, Goldie Mohr Ltd., to complete the work.

Traffic management

To accommodate the proposed construction minor lane reductions and delays are expected during off peak hours. Sidewalk detours are anticipated to accommodate the construction.

Road closure extension: Main Street southbound (Colonel By Drive to Greenfield Avenue)

The City of Ottawa has commenced construction on the new watermains, sewers, and associated road rehabilitation work as part of the Greenfield-Main-Hawthorne et al. reconstruction project. To facilitate this work, the City of Ottawa has approved the closure of Main Street southbound from Colonel By Drive to Greenfield Avenue outlined below.

What: The southbound closure of Main Street from Colonel By Drive to Greenfield Avenue to accommodate the safe coordination of watermain and electrical infrastructure installation at the Main Street and Greenfield Drive intersection. This closure will extend the existing southbound closure of Main Street, currently closed southbound from Greenfield Avenue to Hawthorne Avenue. The closure of Greenfield Avenue southbound from the 417 on ramp to Main Street remains in place.

Why: The extended southbound Main Street closure is required for the safety of residents and workers, as there is limited area to accommodate the open cut excavation and the necessary labour, materials and equipment.

When:  The southbound closure of Main Street will begin August 26 and run through November 30.  The scheduled closures may be modified as needed, for example if weather affects the schedule, or if conditions change.       

Where: Main Street southbound between Colonel By Drive and Greenfield Avenue.

Who: The City of Ottawa has retained the contractor Green Infrastructure Partners Inc. (GIP), formerly Aecon, to complete the work.

Traffic impacts

The detour for vehicles travelling northbound / southbound on Colonel By Drive wishing to travel northbound Greenfield Avenue is via Hawthorne Avenue. Local egress for the residents fronting Echo Drive or Harvey Street west of Main Street will be via Harvey Street to Main Street. Residents of the 10 Main Street condominium building will access their homes via Main Street northbound from Hawthorne Avenue. Egress for 10 Main Street may at times be limited to northbound on Main Street to Echo Drive eastbound. Note that the southbound closure of Greenfield Avenue and Main Street (separate notice) continues in conjunction with the closure detailed herein.

Garbage collection

The contractor is aware of the garbage collection schedule and is required to maintain access so that garbage can be collected at the curb. If vehicular access is interrupted for any reason, the contractor is responsible to move the garbage from the homeowner’s curb to a common location where it can be picked up. Empty containers will then be returned to the appropriate homeowners/businesses.
