Anishinabe Algonquin Nation Civic Cultural Protocol and Implementation Plan - Council Liaison

On December 14, 2022, Council appointed Councillor Jessica Bradley as the City of Ottawa’s Council Liaison for the Anishinabe Algonquin Nation Civic Cultural Protocol and Implementation Plan.

Anti-Racism and Ethnocultural Relations Initiatives - Council Liaison

During consideration of the 2020 City budget, Council approved funding for the creation of an Anti-Racism Secretariat for the City of Ottawa. On June 10, 2020, Council approved Councillor Rawlson King as the Council Liaison for Anti-Racism and Ethnocultural Relations Initiatives for the 2018-2022 Term of Council. 

On December 14, 2022, Council appointed Councillor Rawlson King as the City of Ottawa’s Council Liaison for Anti-Racism and Ethnocultural Relations Initiatives.

The Liaison will provide leadership on this issue and work with City staff to advance anti-racism and race relations initiatives.

Women, Gender Equity and 2SLGBTQ+ Affairs - Council Liaison

On December 5, 2018, Council considered the staff report titled, “2018-2022 Council Governance Review,” and approved a Sponsors Group to work with staff on the development of a City of Ottawa Gender Equity Strategy and/or a Women’s Bureau. This includes developing a consultation process for setting priorities and a measurable, outcome-based framework which takes a holistic, intersectional approach to policy, program and practice review, coupled with robust data collection and reporting.

On December 14, 2022, Council appointed Councillor Ariel Troster as the City of Ottawa’s Council Liaison for Women, Gender Equity and 2SLGBTQ+ Affairs.

 

Veteran and Military Issues - Council Liaison

On November 6, 2019, Council approved the establishment of a Council Liaison for Veteran and Military Issues. The Liaison will work to solidify the City’s important relationship with the veteran’s and military community, advocate for the benefit of veterans and their families, develop key partnerships and ensure the community is receiving the support it needs. 

On December 14, 2022, Council appointed Councillor Matthew Luloff as the City of Ottawa’s Council Liaison for Veteran and Military Issues. 

Council Sponsors Group - Climate Change

On April 24, 2019, Council considered the Councillor’s report titled, “City of Ottawa – Declaration of Climate Emergency,” and approved the establishment of a Council Sponsors Group to provide guidance on the Review and Update of the Air Quality and Climate Change Management Plan (AQCCMP) and the Energy Evolution Final Report.

On June 26, 2019, Council considered the Committee report titled, “Membership of Council Climate Change Sponsors Group,” and approved the following membership for the Council Climate Change Sponsors Group:

  • Councillor Scott Moffatt, Chair of the Standing Committee on Environmental Protection, Water and Waste Management (SCEPWWM), as the representative of SCEPWWM;
  • Councillor Laura Dudas as the representative of the Planning Committee;
  • Councillor Mathieu Fleury as the representative of the Transportation Committee;
  • Councillor Cathy Curry as the representative of the Transit Commission;
  • Councillor Theresa Kavanagh as the representative of the Ottawa Board of Health;
  • Councillor Shawn Menard, Councillor Liaison for the Environmental Stewardship Advisory Committee.

On December 7, 2022, Council directed the City Clerk to bring forward to the Finance and Corporate Services Committee and Council by Q2 2023, a report and recommendations regarding matters relating to advisory bodies such as Advisory Committees, Council Sponsors Groups, Community Advisory Tables, and the Light Rail Sub-Committee.  Recommendations regarding the continuation and membership of this Council Sponsors Group will be addressed on or before that time.

Council Sponsors Group – Community Benefits Charge By-law

On January 27, Council considered and approved a report, titled “Framework for adopting a Community Benefits Charge By-law to replace current Section 37 policies” and approved the establishment of a Council Sponsors Group to assist staff with the development of a framework to guide the creation of a new Community Benefits Charge By-law, which will provide ongoing financial support for community-oriented projects.

On January 27, 2021, Council considered and approved the following as members of the Council Sponsors Group:

  • Councillor Scott Moffatt, Co-chair of the Planning Committee
  • Councillor Tim Tierney (representative of a high intensification area)
  • Councillor Jeff Leiper (representative of a high intensification area)

On December 7, 2022, Council directed the City Clerk to bring forward to the Finance and Corporate Services Committee and Council by Q2 2023, a report and recommendations regarding matters relating to advisory bodies such as Advisory Committees, Council Sponsors Groups, Community Advisory Tables, and the Light Rail Sub-Committee.  Recommendations regarding the continuation and membership of this Council Sponsors Group will be addressed on or before that time.

 

Council Sponsors Group – Lansdowne Partnership Long-Term Sustainability Review – Animation, Visitor Experience and Contribution to Economic Growth Considerations

On December 9, 2020, Council considered the staff report titled, “Lansdowne Annual Report and COVID-19 Impacts Update” and approved the establishment of a Council Sponsors Group to act as a sounding board and to work with staff to review and facilitate the proposed public engagement plan on the aspects of the options being explored by the staff working group related to increasing foot traffic on the Lansdowne Park site, including options to enhance animation, improved public amenities, access aging infrastructure and to increase density in keeping with Council’s urban intensification principles, including affordable housing.

The Sponsors Group will provide input/feedback on the options recommended by staff for the sustainability review and detailed timeline, specifically with respect to the areas of animation, visitor experience and the site’s contribution to economic growth considerations for inclusion in the June staff report, on the proposed draft public engagement plan, on the draft vision, principals, goals and targets in the development of the proposed public engagement, on the proposed options analysis prior to consultation, and on the draft and final report recommended actions. Provide feedback on the consultation planned for the Stakeholder Sounding Board and receive the feedback from the Stakeholder Sounding Board related to the mandate of the Council Sponsors Group. Members of this Sponsors Group are as follows:

  • Mayor Jim Watson (or a representative from his Office);
  • Councillor Allan Hubley (Chair);
  • Councillor Shawn Menard (Ward Councillor);
  • Councillor Catherine Kitts;
  • Councillor Mathieu Fleury;
  • Councillor Scott Moffatt; and
  • Councillor Riley Brockington

On December 7, 2022, Council directed the City Clerk to bring forward to the Finance and Corporate Services Committee and Council by Q2 2023, a report and recommendations regarding matters relating to advisory bodies such as Advisory Committees, Council Sponsors Groups, Community Advisory Tables, and the Light Rail Sub-Committee.  Recommendations regarding the continuation and membership of this Council Sponsors Group will be addressed on or before that time.

On December 9, 2020, Council considered the staff report titled, “Lansdowne Annual Report and COVID-19 Impacts Update” and approved the establishment of a Council Sponsors Group to act as a sounding board and to work with staff to review and facilitate the proposed public engagement plan on the ways recommended by the staff working group to increase foot traffic on the site, including options to enhance animation, improved public amenities, access aging infrastructure and to increase density in keeping with Council’s urban intensification principles, including affordable housing.

This Sponsors Group will provide input/feedback on the sustainability review and detailed timeline, specifically related to the options staff will be recommending in the areas of Infrastructure, financial analysis and business case informing facility planning and development considerations and recommendations for inclusion in the June report, as well as on the proposed draft public engagement plan, on the draft vision, principals, goals and targets in the development of the proposed public engagement, on the proposed options analysis, and on the draft and final report recommended actions. Provide feedback on the consultation planned for the Stakeholder Sounding Board and receive the feedback from the Stakeholder Sounding Board related to the Council Sponsors group mandate. Members of this Sponsors Group are as follows:

  • Councillor Jan Harder (Chair);
  • Councillor Shawn Menard (Ward Councillor);
  • Councillor Tim Tierney;

Council Sponsors Group – New Zoning By-law Project

On January 27, 2021, Council considered the staff report, titled “New Zoning By-Law Proposed Workplan,” and approved the establishment of a Council Sponsors Group to support and advocate for the new Zoning By-law project, as described in the report.

The role of this Council Sponsors Group is to champion and support the project through the Public Consultation and Legislative Agenda over the course of the five-year schedule.

On February 24, 2021, Council considered a motion and approved the following as members of the Council Sponsors Group:

  • Councillor Glen Gower (Chair, Planning Committee);
  • Councillor Laura Dudas;
  • Councillor Eli El-Chantiry
  • Councillor Shawn Menard

Council Sponsors Group - Solid Waste Master Plan

On July 10, 2019, Council considered the staff report titled, “Solid Waste Master Plan Roadmap,” and approved the establishment of a Council Sponsors Group to work with staff on the development of the Solid Waste Master Plan through each phase, as described in the report.

The Sponsors Group will review and provide input/feedback on the project plan and detailed timeline, on specific areas for inclusion in reports, on the draft consultation plan, on the draft vision, principals, goals and targets prior to consultation, on the proposed options analysis prior to consultation, and on the draft and final recommended Plans. Members of this Sponsors Group are as follows:

  • A representative from Mayor Jim Watson’s Office;
  • Councillor Scott Moffatt (Chair of the Standing Committee for Environmental Protection, Water and Waste Management);
  • Councillor Shawn Menard (Vice-Chair of the Standing Committee on Environmental Protection, Water, and Waste Management);
  • Councillor Eli El-Chantiry;
  • Councillor Laura Dudas.

Council Sponsors Group – Transportation Master Plan Update

On December 11, 2019 Council considered a Motion, arising from the Transportation Committee, to establish a Council Sponsors Group to champion and help provide strategic direction for the Transportation Master Plan Update, and accompanying Cycling and Pedestrian Plan updates.

Members of the Sponsors Group are as follows:

  • Councillor Jeff Leiper (Vice-Chair of Transportation Committee)
  • Councillor Allan Hubley (Chair of Transit Commission)
  • Councillor Eli El-Chantiry (Chair of Agriculture and Rural Affairs Committee)
