2024 Development Charges By-law and Community Benefits Charge By-law Review - Council Sponsors Group

On March 22, 2023, Council considered a report titled “2024 Development Charge By-law and Community Benefits Charge By-law Review Councillors Sponsor Group” and approved the establishment and terms of reference of a Council Sponsors Group. This group will provide ongoing advice to City staff during the development of the Development Charges By-law and the Community Benefits Charge By-law updates.

The Council Sponsors Group is advisory in nature and shall report to and make any policy recommendation(s) to the Planning and Housing Committee and Council.

The Council membership of the group follows:

  • Councillor Glen Gower (Suburban representative)
  • Councillor Wilson Lo (Suburban representative)
  • Councillor David Brown (Rural representative)
  • Councillor Laine Johnson (Outer Urban representative)
  • Councillor Shawn Menard (Inner Urban representative)

Climate Change - Council Sponsors Group

On April 24, 2019, Council considered the Councillor’s report titled, “City of Ottawa – Declaration of Climate Emergency,” and approved the establishment of a Council Sponsors Group to provide guidance on the Review and Update of the Air Quality and Climate Change Management Plan (AQCCMP) and the Energy Evolution Final Report.

In January 2020, Council approved the Climate Change Master Plan, with the vision to undertake collective action to transition Ottawa into a clean, renewable and resilient city by 2050.

Council has subsequently received two status update reports: one in January 2021 (ACS2020-PIE-EDP-0043) and one in October 2021 (ACS2021-PIE-EDP-0039).

On April 26, 2023, Council considered the Climate Change Master Plan – Annual Status Update report and approved re-establishing the Sponsors Group for the 2022-2026 Term of Council. The mandate of the Climate Change Council Sponsors Group is to champion and support implementation of the Climate Change Master Plan, including eight priority actions that can be embedded into City business. 

On November 8, 2023, Council approved the Council membership of the group as follows:

  • Councillor David Brown 
  • Councillor Marty Carr 
  • Councillor David Hill 
  • Councillor Theresa Kavanagh 
  • Councillor Shawn Menard 

Ditch Alteration and Maintenance - Council Sponsors Group

On July 6, 2022, Council approved the establishment of the Ditch Alternation and Maintenance Council Sponsors Group to provide guidance on the implementation of the updated Ditch Alteration Policy.

On February 7, 2024, Council approved the re-establishment of the Sponsors Group for the 2022-2026 Council term.

Mandate

On July 6, 2022, Council approved an update to the City’s Ditch Alteration Policy.

The Ditch Alteration and Maintenance Sponsors Group champions and supports the implementation of a Ditch Alteration Policy, including a public consultation and education plan.

The group provides advice to City staff, reviews progress, provides recommendations, and acts as a sounding board on the subject matter.

The Council Sponsors Group is advisory in nature and reports to and makes policy recommendations to the Agricultural and Rural Affairs Committee and the Environment and Climate Change Committee.

Membership

On February 21, 2024, Council approved the Council membership of the group as follows:

New Zoning By-law Project - Council Sponsors Group

On January 27, 2021, Council considered the staff report, titled “New Zoning By-Law Proposed Workplan,” and approved the establishment of a Council Sponsors Group to support and advocate for the new Zoning By-law project, as described in the report.

On July 12, 2023, Council approved a motion to re-establish the Sponsors Group for the 2022-2026 Council term. Council approved the following membership of the Group for the 2022 – 2026 Term of Council:

  1. Councillor Jeff Leiper
  2. Councillor Glen Gower
  3. Councillor Laine Johnson
  4. Councillor David Hill
  5. Councillor Catherine Kitts

Solid Waste Master Plan - Council Sponsors Group

On July 10, 2019, Council considered the staff report titled, “Solid Waste Master Plan Roadmap” and approved the establishment of a Council Sponsors Group to work with staff on the development of the Solid Waste Master Plan.

On June 14, 2023, Council approved a motion to re-establish the Sponsors Group for the 2022-2026 Council term. The Group will continue to work with staff on the next steps in the Solid Waste Master Plan including initiatives that support increasing waste diversion, reuse and recycling.

Council also approved the following membership of the Group:

  • Councillor Shawn Menard, Chair, Environment and Climate Change Committee
  • Councillor Marty Carr, Vice-Chair, Environment and Climate Change Committee
  • Councillor Laine Johnson, providing urban representation
  • Councillor Glen Gower, providing suburban representation
  • Councillor Clarke Kelly, providing rural representation
  • A representative of the Mayor’s Office

Transportation Master Plan - Council Sponsors Group

On December 11, 2019 Council considered a Motion, arising from the Transportation Committee, to establish a Council Sponsors Group to champion and help provide strategic direction for the Transportation Master Plan (TMP) Update, and accompanying Cycling and Pedestrian Plan updates.

On October 11, 2023, Council considered a Members’ motion from the Transportation Committee that approved the re-establishment of TMP Council Sponsors Group for the 2022-2026 Council term.

Mandate

The group will provide ongoing advice to City staff in the development of Part 2 of the TMP, will meet at appropriate times to review progress, provide recommendations, and generally will act as a sounding board on the subject matter.

The Council Sponsors Group is advisory in nature and will report to and make any policy recommendation(s) to the Transportation Committee.
