Haig Drive traffic calming

Project description

The City of Ottawa plans to implement traffic calming measures along Haig Drive to improve conditions for all road users by encouraging more appropriate driver behaviour and increasing pedestrian and cyclist safety.

The scope of the work entails:

Implementation of three new sets of speed cushions:

• Between Quinlan Road and Portage Avenue/Dauphin Road
• Between Sandra Avenue and Haney Avenue
• Between Fleming Avenue and Kilborn Avenue

Implementation of buffered painted cycling lanes and roadside regulatory signage along Haig Drive, between Hamlet Road and Kilborn Avenue.

Implementation of regular painted cycling lanes and roadside regulatory signage along Canterbury Avenue, from Kilborn Avenue to Harding Road.

Implementation of painted ladder markings at the following locations:

• Hamlet Road (all legs)
• Portage Avenue/Dauphin Road (all legs)
• Weston Drive (all legs)
• Pleasant Park Road (all legs)
• Kilborn Avenue (south leg)

Upgrading the intersection at Haig Drive and Dauphin Road to include sidewalks improvement, and implementation of Tactile Walking Surface Indicators. Also, relocating the south leg stop bar at Portage Avenue/Dauphin Road intersection to improve visibility.

Implementation of two speed humps on Weston Drive, between Vincent Street and Camrose Street.

Implementation of pedestrian landing pads, corner tightening, and renewal of the pedestrian landing pads to current accessibility standards at Haig Drive and Weston Road intersection.

Implementation of new pedestrian landing pads and renewal of current accessibility standards, along with the addition of two painted crosswalks at the Haig Drive and Pleasant Park Road intersection.

Project limits

The project limits are:

• Along Haig Drive, between Hamlet Road and Kilborn Avenue
• Along Canterbury Avenue, between Kilborn Avenue and Harding Road
• Along Weston Drive, between Vincent Street and Camrose Street

Project timing

Design: underway with completion by March 2025
Construction start: summer 2025
Construction completion: fall 2025

Project budget

Approved project funds to date are $977,000.

Public engagement

The City of Ottawa remains committed to keeping the residents informed throughout the design and construction stages of the project.

Public communications to date:

• To confirm that there was a reasonable level of support to proceed with this study, and to understand the residents’ concerns related to traffic along Haig Drive, an initial online survey was conducted from December 1 to 31, 2020. A flyer was mailed to residents and the surrounding neighbourhood to notify them about the upcoming study and the online survey. A total of 200 people responded to the public survey, and 76 per cent of respondents indicated supporting this traffic study. • A concept plan was prepared based on traffic data and stakeholder feedback. 
• A second online survey was conducted to gather feedback on the proposed traffic calming plans and draft recommendations. A total of 361 people completed the online survey that was available from May 23 to June 9, 2023. • Based on the feedback received and available traffic data, it was recommended to proceed with the plan as-is with a few minor adjustments.  
• A final webpage update followed approval of the RMA. The update included the As We Heard It report (from the summer 2023 survey), the final functional design plan, and a general update on next steps/schedule.
