Project description

Ottawa City Council approved the Airport Parkway (Brookfield Road to Ottawa Macdonald-Cartier International Airport) and Lester Road Widening (Airport Parkway to Bank Street) Environmental Assessment (EA) Study in 2017. The City has now commenced the preliminary and detailed design process for Phase 1 of the overall project. The overall purpose of this project is to undertake public consultations and develop a final design leading to the construction the new roadway.

The EA identified a requirement for the widening of the Airport Parkway and Lester Road along with other corridor modifications. This Phase 1 project includes the northern portion of the overall project. Included is the widening of the Airport Parkway from two to four lanes between Brookfield Road and Hunt Club Road, including the construction of a new southbound off-ramp at Walkley Road and a roundabout intersection. Also included are “complete street” modifications to Walkley Road, between Airport Parkway and McCarthy Road, and a new multi-use pathway along the west side of the Parkway. Rehabilitation of four structures within the project limits is also included: a VIA Rail bridge just south of Brookfield Road, a CN Rail bridge south of Walkley Road, the Walkley Road overpass, and a small diameter culvert just south of Walkley Road. The project limits are shown below.

Project timing

Design: January 2022 to December 2025
Construction start: spring 2026
Construction completion: end of 2029

Project budget

Approved project funds to date are $7.4 million.

Public engagement

An online public information session was held in the fall of 2022 as well as an in-person session on January 8, 2024, to present the design drawings to the public. At that time, residents were able to review the design, ask questions and provide comment on the proposed works.

Public information session: January 8, 2024

An in-person public information session was held at the Jim Durrell Arena on January 8, 2024, where the project team provided an update regarding the impact of Walkley Road modifications prior to the Airport Parkway widening.

Online engagement opportunity (November 2022)

The City of Ottawa continues to take precautionary steps to protect members of the public and respect concerns of public safety during these unprecedented times. Therefore, as an alternative to hosting in-person public information sessions, information on this project is being posted to Ottawa.ca for your review and comment. The City remains committed to keeping the public informed of projects occurring in your neighbourhood. 

A virtual public information session was held on Wednesday, November 23, 2022 at 6:30 pm by Zoom to provide an update on the overall Airport Parkway Widening (Phase 1) – Brookfield Road to Hunt Club Road project. A second meeting was held in December to address the changes specific to Walkley Road. Any questions specific to the Walkley Road changes were addressed at the December 6 meeting.  

Following the public meeting, the City of Ottawa invites you to review and provide comments on the new documents and illustrations by December 16, 2022.

Why: The project is being undertaken to implement the EA recommendations to widen Airport Parkway including implementation of a roundabout at Walkley Road*. This online engagement opportunity will provide an opportunity for the public to review the design, ask questions and provide comment on the proposed works.

When: The current project schedule is as follows:

  • Design is expected to be completed by the end of 2023
  • Construction is tentatively scheduled to start in 2027

Notices will be sent to local residents prior to construction commencement.

Who: The City of Ottawa has retained the design consulting firm, Parsons Inc, to develop a design for the Airport Parkway Widening (Phase 1) – Brookfield Road to Hunt Club Road.

*Please note that the future modifications to the Walkley Road corridor, both within and outside of the Airport Parkway project limits, will be addressed at a separate virtual public information session in December of this year.
