Project description

The City of Ottawa is proposing a new pedestrian facility on Connaught Avenue, between Carling Avenue and Roman Avenue, as part of the Pedestrian Facilities Program. A new pedestrian facility will provide greater walkability in this residential area. This project also includes a sidewalk along the full length of Connaught Avenue.

Additional measures

The presented designs included several other measures in addition to the Connaught sidewalk. Below is a summary of these additional measures.

Based on the results of the public consultation, some modifications/additions will be made to the functional design. Measures in bold identify changes made based on public feedback.

  1. Pedestrian Crossings
  • A new raised pedestrian crossover (PXO) across Connaught Avenue at Sackville Street
  • A new raised PXO across Connaught Avenue at Elmhurst Street
  • Raising the existing crosswalk on the north leg of the Connaught Avenue/Henley Street intersection.
  • A new raised PXO across Connaught Avenue at Severn Avenue
  1. A new sidewalk on the north side of Severn Avenue to the school (funding to be confirmed)
  1. Bollards will not be provided at the multi-use pathway entrances

Project planning

This project is listed within the Council-approved 2013 Ottawa Pedestrian Plan. Under current City policy for sidewalks, as a local road that leads directly to a public park (Elmhurst Park and Connaught Park) and transit (future Queensview LRT Station), Connaught Avenue should have a pedestrian facility. The provision of a sidewalk along Connaught Avenue aligns with the City’s transportation goals and objectives to maximize walkability and create safe pedestrian environments.

Online survey results

An online survey was conducted from February to March 2021 to gain feedback from the public on the two proposed concept designs. This feedback has been summarized in an As We Heard It report, provided below:

Construction notice (August 2024)

This notice is to advise that construction in your neighbourhood will be starting in September 2024. The work will include new sidewalk on the east side of Connaught Avenue from Carling Avenue to Severn Avenue as well as asphalt overlay, and storm sewer between Carling Avenue and Elmhurst Street.

What: The proposed work involves the implementation of a new sidewalk on the east side of Connaught Avenue from Carling Avenue to Severn Avenue and new storm sewer between Carling Avenue and Elmhurst Street.

Why: The work is being conducted to provide greater walkability in your community by improving the pedestrian facilities.

When: This work is planned to begin in September 2024 and will be completed by summer 2025.

Where: The project limits include Connaught Avenue from Carling Avenue to Severn Avenue.

Who: The City of Ottawa has retained the contractor, Ottawa Redline Construction, to complete the work.

Traffic management

To accommodate the proposed construction, various lane reductions, road closures and/or detours may be required. Access to local businesses and private properties will be maintained throughout the construction period.

Parking impacts

To allow the work to be completed in a timely manner, on-street parking may be prohibited on Connaught Avenue during the construction period. During these times, parking will be permitted in other areas of the project and on adjacent side streets. Residents will be given advanced notice of any parking prohibition and signs will be erected accordingly.

Pre-construction inspection

The contractor is required to carry out a pre-construction inspection of buildings in the work area if the property owner is in agreement. A representative from the contractor or designate will be contacting you to schedule these inspections.

As part of this contract, the contractor is assuming full responsibility for the construction work until it is entirely complete as well as any damages to private property resulting from these construction activities. In the event of such occurrences, all claims for damages should be immediately reported both verbally and in writing to the contractor and to the City’s on-site representative. This will ensure prompt notification of appropriate authorities to complete the claim investigations.

Construction disruptions

The contractor will take every precaution to minimize interruptions to the everyday life of your family and/or operation of your business, but, as you can appreciate, there may be some inconvenience during the work, such as traffic delays, noise, and dust. We would like to thank you for your patience and co-operation. For construction activity hours of work, the City of Ottawa follows provincial requirements and the City’s Noise By-law (2017-255).

Public open house: March 21 to April 4, 2024

The City of Ottawa held a Public Information Session – Open House at the Foster Farm Community Centre on March 21, 2024, to discuss the upcoming construction starting in your neighbourhood in 2024. Detailed design drawings were on display for your review and staff were present to answer any questions and receive comments.

The following provides additional information about the public information session:

What: The proposed work along Connaught Avenue includes the installation of a new sidewalk on the east side of the road, pedestrian crossovers (PXO), as well as approximately 200 metres of new storm sewer. Additionally, a PXO crossing will be introduced on Severn Avenue near the school entrance to provide safe passage to the sidewalk on the south side of the road.

Why: The introduction of the sidewalk and PXO’s will provide greater walkability and increase pedestrian safety.

When: Construction is planned to start early summer 2024 and be completed by summer 2025.

Who: The City of Ottawa has retained Robinson Consultants to develop design drawings for this project.

Geotechnical borehole work on road (May 2023)

The week of May 29, 2023 the City of Ottawa will undertake a geotechnical investigation in your neighbourhood. This investigation is required to support the design of new sidewalks to be introduced on Connaught Avenue and Severn Avenue to further improve walkability in the area.

Who: The City of Ottawa has retained Thurber Consulting Engineers to complete the work.

Why: The work is to support the design of new sidewalks to be introduced on Connaught Avenue and Severn Avenue.

What: Work will involve borehole drilling equipment, operators and technicians for soil and groundwater sampling.

When: This work will take place the week of May 29, 2023, during regular business hours.

Where: The work will take place at various locations along Connaught Avenue and Severn Avenue from Carling Avenue to Severn Avenue and Severn Avenue to 115 m west. The limits of work will vary daily.

Lane reductions are anticipated by this work.

Impact on the right of way and adjacent private properties

It is not anticipated that the right of way will be impacted by this project.

Noise

You may notice noise during drilling. The City of Ottawa Noise By-law (2017-255) allows construction activity to occur weekdays between 7 am and 10 pm. On Saturdays, work is permitted between 7 am and 10 pm, while Sundays, statutory and public holidays work is permitted between 9 am and 10 pm.
