Project description
The Road Safety Action Plan (RSAP) has the objective of improving safety on Ottawa’s roads. As part of the 2022 RSAP, funds were allocated for design improvements to cycling safety at one intersection. A screening process was undertaken to select the preferred location. The screening process focused on the intersections identified in the Cycling Safety Review of High-Volume intersections.
The intersection of Donald Street at Vanier Parkway was selected as the preferred location for the funding. This intersection has received an increasing volume of cyclists and pedestrians since the Adawe Bridge was completed in December 2015. The intersection is 500 metres from the Adawe Bridge and Rideau River Eastern Pathway. It is a signalized intersection.
The overall purpose of this project is to undertake a preliminary and detail design leading to a construction project. Included in the scope is a protected intersection at Donald Street and Vanier Parkway. Also included is a multi-use pathway between Vanier Parkway and Grant-Toole Way.
Project timing
Design: fall 2023 to summer 2024
Construction start: May 2025
Construction completion: December 2025
Project budget
Approved project funds to date are $1,040,000.
Public engagement
An public information session - open house is being held on Monday November 25, 2024, to present the design drawings to the public. At that time, residents will be able to review the design, ask questions and provide comment on the proposed works.

Public information session - open house (Donald at Vanier cycling safety improvements): Monday, November 25, 2024

The City of Ottawa invites you to attend an upcoming Public Information Session – Open House to discuss a proposed infrastructure improvement project planned in your neighbourhood. Through this session, the City of Ottawa will be presenting the latest design drawings related to the Donald at Vanier Cycling Safety Improvements project. Staff will be present to answer questions and receive comments. There will not be a formal presentation at this open house. Please attend at your leisure.
In addition to the above meeting, residents can also participate through viewing and commenting on the online documents to be posted here after the event.
Your input is an important part of the consultation process. Your feedback can be submitted via the online form, by email or by phone to the contact below by December 6, 2024.

The overall purpose of this project is to undertake a preliminary and detail design leading to a construction project. Included in the scope is a protected intersection at Donald Street and Vanier Parkway. Also included is a multi-use pathway between Vanier Parkway and Grant Toole Way.
Why: To improve intersection safety and enhance active transportation connections.
When: The current project schedule is as follows:
- Design is expected to be completed in spring 2025.
- Construction is expected to start in 2025 or 2026, subject to funding approval.
Where: Intersection of Donald Street and Vanier Parkway and the area between Vanier Parkway and Grant-Toole Way.
Who: The City of Ottawa has retained Parsons to develop preliminary and detailed design for this project.

Geotechnical investigation (October 2023)
In early November, the City of Ottawa will undertake a geotechnical investigation in your neighbourhood. This investigation is required as part of the design for a protected intersection at Donald Street and Vanier Parkway and a multi-use pathway between Vanier Parkway and Grant-Toole Way.
Why: This geotechnical investigation supports the design of the Donald Street at Vanier Parkway Cycling Safety Improvement project.
When: This geotechnical investigation work will be carried out in early November 2023. The work is expected to be completed within 2-3 days, weather dependent.
Where: The geotechnical investigation will occur at the intersection at Donald Street and Vanier Parkway and the area between Vanier Parkway and Grant-Toole Way.
Who: The City of Ottawa has retained Parsons and their sub consultant Thurber to complete the work.
Traffic
Lane reductions at the intersection at Donald Street and Vanier Parkway are anticipated during this work.
Impact on the right of way and adjacent private properties
This geotechnical work will require drilling boreholes into the road surface, which will be reinstated following drilling. It is not anticipated that private properties will be impacted by this geotechnical work.
Noise
You may notice noise during drilling. The City of Ottawa Noise By-law (2017-255) allows construction activity to occur weekdays between 7 am and 10 pm. On Saturdays, work is permitted between 7 am and 10 pm, while Sundays, statutory and public holidays work is permitted between 9 am and 10 pm.
