Project description

The City of Ottawa is renewing aging infrastructure and revitalizing the right of way in the northern section of Old Ottawa East. The project area is predominantly bounded by the Rideau Canal to the west, King Edward Avenue to the north, Highway 417 to the east and Hawthorne Avenue to the south. A 160-metre section along Colonel By Drive/Echo Drive, which extends south of Hawthorne Avenue to Immaculata High School, is also included in the project limits. This work is being conducted to replace aging combined sewers with separate storm and sanitary sewers, replace sections of older watermains, and reconstruct the roadways.

The Greenfield Avenue, Main Street, Hawthorne Avenue et al. reconstruction project is a multi-year project, with advanced construction work commencing in late summer 2021. In 2022 remaining work was completed on the advance contract.  The main contract was tendered in late-summer 2022 with award to GIP Construction Ontario East Ltd (GCOE), formerly Aecon, in fall of 2022. The project's major components are expected to be complete in 2025. Specific project phasing and construction schedules will be communicated to the public throughout the project.

Project timing

2021 - Advanced works contract

The work included the intersection of Colonel By Drive and Main Street along with preparatory road, sewer and watermain work, including:

  • Colonel By Drive at Main Street – Intersection improvements
    • Full signalized intersection design including cycling connections to the canal pathway and proposed Main Street east and west cycling facilities to be constructed in the subsequent construction phase. The previously proposed multi-use pathway on the south side of Main Street is not compatible with current intersection design standards.
    • Geometry changes to the intersection of Main Street and Colonel By Drive allow for a north-south crossing of Main Street
  • Colonel By Drive – Hawthorne Avenue to north of Highway 417 – storm sewer installation with trench reinstatement only, which involved reinstatement of the area immediately impacted by the sewer installation.
  • Main Street – Greenfield Avenue to Echo Drive – watermain, sanitary sewer, and storm sewer installation and temporary reinstatement of the area immediately impacted by the sewer, and watermain installation. Full road reinstatement will be conducted in the subsequent phase of construction
  • Echo Drive – at Main Street - watermain, sanitary sewer, and storm sewer installation with temporary road reinstatement.
  • Hawthorne Avenue – Main Street to Colonel By Drive - relocation of gas main
  • Lees Avenue – Multi-Use pathway (Deferred to Main Contract)

Detailed information on the main contract is provided within the Public engagement section below.

All major components of work are expected to be completed in their entirety in 2025. Overhead electrical and communications lines need to remain in place until underground wiring can be connected. Final reinstatement in areas of pole removal is subject to utility work being complete. Top lift paving and some landscaping features may be deferred to spring 2026 pending utility relocations or if it is deemed appropriate to obtain the best final product.

Budget

The current council approved budget to date for the overall Greenfield-Main-Hawthorne et al project including the advance construction contract, advance utility relocations, design, construction administration and associated City costs is $46.5M. 

The current and ongoing main Greenfield-Main-Hawthorne et al. reconstruction contract, and associated costs is estimated at approximately $42.3 million of the overall budget.

On May 10, 2021, through the Investing in Canada Infrastructure Program (ICIP) COVID-19 Resilience Stream, funding was approved and announced in the amount of $226,000 for the recently constructed intersection Colonel By Drive, Echo Drive at Main Street which was included in the advanced works contract in 2021.
 

Parking

The contractor is obligated to provide 24 hr notification of temporary loss of access/egress. In the event that access to your driveway is restricted due to construction activities, a Temporary On-Street Parking Permit (orange form) will be distributed to permit on-street parking within two blocks of your residence.

Construction disruptions

The contractor will take every precaution to minimize interruptions to the everyday life of your family and/or operation of your business, but as you can appreciate, there may be some inconvenience during the course of the construction work, such as delays and traffic detours, parking restrictions, noise and dust. You may also feel vibrations due to heavy equipment operations. Vibrations from construction activities are quite common and rarely cause any problems. We would like to thank you for your patience and co-operation.

Property damage caused by construction activities

As part of this Contract, the Contractor is assuming full responsibility for the construction work until it is entirely complete, as well as any damages to private property resulting from these construction activities. In the event of such occurrences, all claims for damages should be immediately reported both verbally and in writing to the Contractor and to the City’s on-site Representative. This will ensure prompt notification of appropriate authorities to complete the claim investigations. For construction activity hours of work, the City of Ottawa follows provincial requirements and the City’s Noise By-law (2017-255).

Traffic impacts 2025

The following traffic disruptions are anticipated on this project with estimated durations. Where available, links to notices are provided. Traffic impact timing is subject to change where weather or other factors affect the progress of the work.

Construction 2025

This notice is to advise that construction in your neighbourhood will resume in March 2025. This work is being conducted to rehabilitate sewers, watermains and roadways in your community.

The City is committed to maintaining regular communication with residents directly affected by an infrastructure project.

What: The Greenfield-Main-Hawthorne et al. reconstruction project involves the construction of sewers, watermains, electrical infrastructure, roadways, sidewalks, cycle paths, intersection modifications, and streetscape/landscape treatments within the City’s right of ways.

Why: The purpose of the overall Greenfield, Main, Hawthorne et al. reconstruction project is to replace aging combined sewers with separate storm and sanitary sewers, replace sections of older watermains, and reconstruct the roadways, including the implementation of improved street features for the betterment of all road users in your community.

When: Construction will continue/resume in March 2025. The initial activities will include mobilization to site including site trailer setup, miscellaneous gas relocations, electrical/utility works and deep underground sewer work at the Main Street and Harvey Street intersection. The project is being delivered in three phases, with expected completion for the fall of 2025.

The 2025 phase of work is planned to occur between early March and extend late summer/early fall as follows:

Sewer, watermain and surface renewal:

  • Echo between dead-end at HWY 417 & Main
  • Harvey - between Main & Echo
  • Main – between Harvey & Greenfield
  • Sewer abandonment under the Rideau Canal
  • Concord - between Montcalm & Havelock

Sidewalks, cycle tracks, wear course paving and miscellaneous landscaping:

  • Hawthorne – Colonel By to Main 
  • Main – Greenfield & Echo
  • Echo – Main to Concord
  • Concord – Echo to Havelock
  • Greenfield – Main to Hwy 417 on-ramp including Old Greenfield
  • Montcalm – Greenfield to dead end, north of Concord

Who: Green Infrastructure Partners (GIP), formerly Aecon, has been awarded the construction contract for the Greenfield-Main-Hawthorne et al. reconstruction project. 

Traffic impacts

Lane reductions and closures of some street segments to local traffic only can be expected during construction to accommodate the work. Access to local businesses and private properties will be maintained throughout the construction period. Should lane or road closures be required as part of the project in your community, advanced notice will be communicated to impacted residents and businesses. Signs will be posted and flagging will occur where required.

Garbage collection

The contractor is aware of the garbage collection schedule and is required to maintain access so that garbage can be collected at the curb. If vehicular access is interrupted for any reason, the contractor is responsible for moving the garbage from the homeowner’s curb to a common location where it can be picked up. Empty containers will then be returned to the appropriate homeowners/businesses.

On-street parking and driveway impacts

To allow the work to be completed in a timely manner, on street parking may be prohibited during the construction period. Signs will be placed 24 hours in advance indicating the parking prohibition. The contractor is obligated to provide 24-hour notification of temporary loss of access/egress. In the event that access to your driveway is restricted due to construction activities, a Temporary On-Street Parking Permit (orange form) will be distributed to permit on-street parking within two blocks of your residence.

Residents with electric vehicles will need to find alternative charging arrangements when access is restricted. The use of extension cords by residents within the public right of way, particularly for charging EV vehicles, is not permitted. Due to the dynamic nature of the construction there may be occasions when construction equipment and/or contractor vehicles may impose short term impacts to access/egress to your property. The operators of these equipment/vehicles will be present and can accommodate access/egress upon request. Please just be patient in this regard. Should you have additional concerns about reduced access, such as business deliveries or accessibility requirements, please contact the project manager.

Pedestrian and cyclist access

During the course of an infrastructure project, there will be occasions when a road may require closure to complete construction activities. The City will make every effort to ensure pedestrian and cyclist access can be maintained but there may be occasions, such as a bridge renewal, where access may be temporarily removed for all users until it can be safely restored. During those occasions, an alternate route will be identified with directional signs.

Impacts on transit

On occasion, transit service may be impacted. Where possible, a bus stop will be relocated to a temporary location until the construction activity is completed. All changes to transit service will be communicated on OCTranspo.com(link is external).

Working hours

The City of Ottawa Noise By-law (2017-255) allows construction activity to occur weekdays between 7 am and 10 pm. On Saturdays, work is permitted between 7 am to 10 pm, while Sundays, statutory and public holidays work is permitted between 9 am to 10 pm. Should night work or weekend work be required as part of the construction project, you will be notified in advance by the City. An exemption to the Noise By-law will be required for night work and communicated in the same notice.

Temporary water services

During the time period when the old watermain is being replaced on your street, water will be supplied to buildings by temporary water lines. While your property is on this temporary service, your usage will be estimated since the temporary service is not metered. Your water bill will be based on your past average usage. Municipal fire suppression will continue during the construction period. Please note that private fire suppression systems may be impacted due to temporary water lines. If you have a private fire suppression system, you should make arrangements with a qualified fire protection services company to assess the extent of the impact. Impact on the right of way and adjacent private properties

City construction is conducted within the City’s right of way but may result in some disruption to part of the private property directly adjacent to the work. The City, through the contractor, will reinstate any sections of landscaping, driveways and walkways that are disturbed by construction. However, if you have plants or any other assets located within the City’s right of way that you want to preserve, you may want to move them in preparation for the construction work. 

Lawn irrigation systems and heated driveways

If you own a subsurface lawn irrigation system or heated driveway system, please notify the City’s Project Manager.

GIP will take every precaution to minimize interruptions to the normal life of your family and/or operation of your business, but as you can appreciate, there may be some inconvenience during the course of the operation of the work, such as delays and traffic detours when travelling through the construction zone, noise, dust and vibration. These inconveniences are sometimes unavoidable in order to complete the required work of infrastructure renewal. Should the conditions seem excessive, please contact the City’s Project Manager.

Pre-construction survey (January 2025)

Beginning late March 2025, the City of Ottawa will continue construction along various streets as part of the Greenfield-Main-Hawthorne et al. Reconstruction Project. In advance of 2025 construction, a survey of your property is encouraged.  

Who: The contractor, GIP Construction Ontario East Inc., has been retained to undertake the construction work. Englobe Corp. has been hired by GIP to conduct pre-construction inspections of the homes and properties within a 30-meter radius of the construction area.

What: GIP is assuming full responsibility for the construction work until the construction project is entirely completed. GIP is also required by the City to carry liability insurance before any work may proceed. You will be asked by representatives of Englobe Corp. for permission to survey your property before adjacent construction commences. It is to your benefit to allow the inspection to be conducted on your property, as it may assist with establishing the impact, if any, that construction has had at your property after work is complete. In addition, you may wish to complete your own survey of pre-construction conditions on your property. Your survey should include photographs.

Why: Pre-construction surveys are completed to document existing conditions before construction commences.

When: Pre-construction survey requests have commenced for areas where construction is scheduled for 2025. Pre-construction surveys will be phased to be conducted in advance of proposed construction.

Project update (November 2024)

Please find below your latest update on the Greenfield Avenue, Main Street, Hawthorne Avenue et al. reconstruction project as we prepare for the winter construction shutdown. The following lists the works currently completed or scheduled for completion in 2024, including notable changes to the original plan for the year.  

Works completed / Scheduled for completion in 2024:

  • Greenfield Avenue – Old Greenfield Avenue to King Edward Avenue: Electrical duct relocation under the Nicholas Street Bridge along with the construction of a new retaining wall, and sloped pavers on the west side of Greenfield Avenue. Completion of sidewalks and cycle tracks, along with streetlight installation. Top lift asphalt completed.
  • Old Greenfield Avenue: Concrete curbs and sidewalks along with hard landscaping of adjacent properties. Soft landscaping started. 
  • Greenfield Avenue – Old Greenfield Avenue to Concord Street North & Concord Street North – Echo Drive to Greenfield Avenue: Installation of underground watermain, sanitary sewers, storm sewers, traffic signal and streetlighting bases and conduits. Reinstatement of concrete curb, sidewalk and hard landscaping features. Relocation of overhead hydro and communications lines at the Greenfield and Concord intersection to support installation of the Intersection Pedestrian Signal (IPS). Installation of the IPS is subject to scheduling by the Traffic Signals group.
  • Greenfield Avenue – Main Street to Concord Street North: New sanitary sewers, storm sewers, watermains, and traffic / streetlighting conduits. Started hydro and communications maintenance hole and duct installation in support of overhead hydro burial between Main Street and Havelock Street.
  • Main Street - Hawthorne Avenue to Echo Drive: Sanitary sewer and watermain installation. Deep storm sewer maintenance hole installation.
  • Hawthorne Avenue – Colonel By Drive to Main Street: New hydro ducts, maintenance holes, transformer and switchgear bases ready for underground wiring. New utility maintenance holes, ducts and poles ready for underground wiring. New traffic signals and streetlighting ducts and bases ready for pole installation and wiring. New curbs, sidewalks and hard landscaping reinstatement. 
  • Echo Drive – Immaculata High School to Graham Avenue: Top lift paving of roadway and landscaping reinstatement completed. Completion of multi-use pathway in this section of roadway.
  • Echo Drive / Colonel By Drive – Graham Avenue to Hawthorne Avenue: Reinstatement of concrete sidewalks at Hawthorne Avenue and multi-use pathway installation completed. Installation of concrete sidewalks on Pretoria bridge side of Colonel By Drive and top lift asphalt in the intersection deferred to 2025.

Notable changes to the previously proposed 2024 work plan:

  • Concord Street North – Montcalm Street to Havelock Street: This work was postponed in its entirety to 2025 as the watermain in this section was found to be much older than existing City records indicated. Addition of this section of watermain to the contract along with new water services to the property line will be done along with the planned sanitary and storm sewer work.
  • Hawthorne Avenue – Colonel By Drive to Main Street: Sections of curb and sidewalk in front of the new development on the south side of Hawthorne Avenue, and in front of Ballantyne Park on the north side of Hawthorne Avenue have been deferred until next year to avoid damage due to construction activity. Final concrete sidewalks on the approach to Pretoria Bridge will be deferred to 2025 pending relocation of traffic poles. Top lift paving has also been deferred for the same reason.
  • Main Street – Harvey Street to Greenfield Avenue: Electrical and communications utility work in support of the undergrounding of the overhead lines has been largely deferred until spring 2025, as has the associated curb, sidewalk and cycle tracks located above the ducts. Temporary reinstatement of sidewalks with asphalt in these areas can be expected for over winter. Construction of the high-level storm sewer, from Harvey Street to Main Street has also been deferred.
  • Greenfield Avenue – Concord Street North to Main Street: Electrical and communications utility work in support of the undergrounding of the overhead lines is well underway. The associated curb, sidewalk and cycle tracks located above the ducts have been partially deferred to 2025. Some temporary reinstatement of sidewalks with asphalt in these areas can be expected for over winter, while other areas closer to Concord Street North may have concrete curb and sidewalk.

By the numbers: Works completed through October 2024

Underground works:

  • ​​Watermain – 1750 metres of 2070 metres have been installed representing 84% completion of the overall project. This includes the removal of watermain installations dating back to 1908 on Hawthorne Avenue.
  • Sewers
    • Sanitary sewer – 1655 metres of 2120 metres have been installed representing 78% completion of the overall project.
    • Storm sewer – 1585 metres of 2020 metres have been installed, representing 78% completion of the overall project.

This includes the separation of sanitary and storm sewer flows by removal of combined sewer installations dating back to 1934.

  • Utilities – Hydro Ottawa, Rogers, streetlighting and traffic signals
    • Electrical, communications and utility ducts – 3170 metres of 4580 metres have been installed representing 69% completion of the overall project.

Surface works:

  • Asphalt road reinstatement – 4005 of 6273 tonnes of base lift asphalt have been placed, representing 64% completion of the overall project.
  • Concrete curb – 1960 metres of 3174 metres have been installed representing 62% completion of the overall project.
  • Concrete sidewalks – 4019 metres2 of 6744 metres2 have been installed representing 60% completion of the overall project.
  • Cycle tracks and MUP’s – 325 of 530 tonnes of asphalt has been placed, representing 62% completion of the overall project.

Upcoming notices

The project team plans to issue a construction notice in March 2025 with information on the proposed work plan for the year. More details to come.

Hydro Ottawa coordination

The City of Ottawa is renewing aging infrastructure and revitalizing the right of way in the northern section of Old Ottawa East. As part of this project, Hydro Ottawa will be upgrading their electricity distribution system.

As part of the Greenfield-Main-Hawthorne et al. Reconstruction Project, certain sections of existing hydro poles with associated electrical and telecommunications lines will be buried. Two distinct areas are identified for burial as follows with associated Hydro Ottawa project links below.

Public engagement

Design modification to Montcalm Street – Greenfield Avenue to Concord Street sidewalks (December 2024)

In order to limit impacts to trees on Montcalm Street between Greenfield Avenue and Concord Street, the north side sidewalk was largely eliminated and the south side sidewalk was widened. This change has minimal impact on the pedestrian network and was approved in consultation with Transportation Planning and the ward councillor.
