Project description

The City of Ottawa is undertaking a design to improve the existing temporary signalized intersection at Huntmar Drive and Maple Grove Road. The improvements are intended to address intersection capacity needs, while also benefiting cyclists and pedestrians. The City of Ottawa has retained the services of Novatech to manage and complete the required engineering efforts.

The project limits include:

• Huntmar Drive from Robert Grant Avenue to Vendevale Avenue / Harmattan Avenue
• Maple Grove Road from Rosehill Avenue to Leveche Way

Project timing

The design has identified a number of features for which additional project funding is required.  We anticipate securing these additional funds in the 2023 budget and therefore, construction has been deferred to 2023.

Design: complete
Construction start: July 2023
Construction completion: summer 2024

Approved project funds to date are $5.2 million.

Public engagement

An online public engagement opportunity was held in early spring of 2022, to present the design drawings to the public. At that time the public was able to review the design, ask questions and provide comments on the proposed works.

This notice is to advise that beginning in July, the City of Ottawa will start construction in your neighbourhood for the new traffic control device at Huntmar Drive and Maple Grove Road.

What: The proposed works include upgrading the existing intersection at Huntmar Drive and Maple Grove Road to a new fully protected signalized intersection, along with geometry modifications to accommodate the addition of left turn auxiliary lanes and a right turn lane, to address capacity requirements for peak traffic volumes. Enhanced pedestrian and cycling treatments will be included at the intersection, consistent with the “protected intersection” concept. The existing watermain and storm sewer on Huntmar Drive will also be extended northerly to the project limits.

Why: The existing traffic signals at Huntmar Drive and Maple Grove Road require modifications to address capacity requirements for existing and future peak traffic volumes.

When: Construction is expected to begin mid-July and be completed by summer 2024.

Where: Work will to take place within the following street segments:

• Huntmar Drive – between 300 metres north of Maple Grove Road and Vendevale Avenue / Harmattan Avenue
• Maple Grove Road – between Rosehill Avenue and Leveche Way

Who: The City of Ottawa has retained the contractor, Green Infrastructure Partners Inc., to complete the work.

Traffic management

The construction is taking place within the City’s right of way. Residents can expect construction traffic and activity along Huntmar Drive and Maple Grove Road. Traffic lanes are to remain open during peak periods. Lane restrictions during off-peak periods are permitted. Pedestrian and cyclist access will be maintained through the work zone at all times during construction. 

OC Transpo impacts

Impacts are expected to be minor.

Contractor responsibility

As part of this Contract, the Contractor is assuming full responsibility for the construction work until it is entirely complete as well as any damages to private property resulting from these construction activities. In the event of such occurrences, all claims for damages should be immediately reported both verbally and in writing to the Contractor and to the City on-site Representative. This will ensure prompt notification of appropriate authorities to complete the claim investigations.

Construction disruptions

The Contractor will take every precaution to minimize interruptions to the everyday life of your family and/or operation of your business, but, as you can appreciate, there may be some inconvenience during the course of the work, such as traffic delays, noise and dust. We would like to thank you for your patience and co-operation. For construction activity hours of work, the City of Ottawa follows provincial requirements and the City’s Noise By-law (2017-255).

Online engagement and notices have been previously issued regarding the planned construction of a new traffic control device at Huntmar Drive and Maple Grove Road. While design work for this project remains ongoing, construction has been delayed as a number of additional features have been added to the project design which will require additional project funding. We anticipate securing these additional funds later this year and therefore, construction has been deferred to 2023 pending approvals and overall construction coordination. The timing for the project will be announced once funding is secured and construction is scheduled.

Municipal class environmental assessment

As part of the Huntmar Drive at Maple Grove Road New Traffic Control Device Project, the public is to be advised of the planned works and consulted prior to project implementation. This public consultation is being completed in accordance with the requirements of the Municipal Class Environmental Assessment process.

The project is being planned as a Schedule “A+” under the Municipal Class Environmental Assessment process. Schedule A+ projects are “pre-approved”; however, the public is to be advised of the planned works and consulted prior to project implementation. Should the public have any concerns, they are asked to contact City staff.

What is the City doing?

The City of Ottawa has identified a requirement to make improvements to the signalized intersection at Huntmar Drive and Maple Grove Road to address capacity needs for peak traffic volumes and achieve an acceptable Level of Service (LOS), while providing added protection for cyclists and pedestrians. The City of Ottawa has retained the services of Novatech to manage and complete the required engineering efforts.

The project scope includes:

• Addition of left turn auxiliary lanes and right turn lanes to address capacity requirements for peak traffic volumes;
• Accommodation of cyclists and pedestrians;
• Partial urbanization of Huntmar Drive including concrete sidewalk and capture of storm water runoff (extending approximately 280 metres north of Maple Grove Road);
• Traffic signal modifications;
• Street lighting modifications; and,
• Reinstatement of landscaping.

Why is the City doing the work?

Proposed watermain

A new 400mm diameter PVC watermain is proposed along Huntmar Drive north of Maple Grove Road. This watermain will connect with future infrastructure to be installed with further development to the north.

The new watermains will be constructed as per City Standard.

Proposed storm sewer

Full urbanization of Huntmar Drive north of Maple Grove Road is proposed for approximately 55.0m, with urbanization of the west side of Huntmar Drive extending an additional 145.0m. A new storm sewer along Huntmar Drive north of Maple Grove Road is proposed to capture stormwater runoff from the roadway to take the place of the existing roadside ditches. This sewer will also serve as an outlet for future road works to the north along Huntmar Drive.

Catch basins will be installed along the road edge to capture storm drainage.

Road works

Modifications to roadway components will be included to address capacity needs and provide added protection for bicyclists and pedestrians. More specifically, changes to the roadway will include:

• Addition of left turn lanes and right turn lanes;
• New sidewalks and cycle tracks added as per the City’s newly implemented Protected Intersection Design Guidelines; and,
• Adjustments to overall pavement widths.

Road works proposed for each street segment include:

• Huntmar Drive – north of Maple Grove Road:
  • Within this section the pavement width is being widened from 8.3m to 18.75m to accommodate a southbound left turn lane, southbound through lane, southbound right turn lane, 1.5m wide concrete median and two northbound lanes; and,
  • Addition of cycle tracks for cycling improvements.
• Huntmar Drive – south of Maple Grove Road:
  • Within this section the pavement width is being widened from 12.2m to 16.25m to accommodate a new 1.5m wide concrete median, a northbound left turn lane and two through lanes; and,
  • Addition of cycle tracks for cycling improvements.
• Maple Grove Road – east of Huntmar Drive:
  • Within this section the pavement width is being widened from 9.5m to 11.0m to accommodate the addition of a westbound left turn lane.
• Maple Grove Road – west of Huntmar Drive:
  • Within this section the pavement width is maintained at generally the same width as existing (11.0m); and,
  • Addition of cycle tracks for cycling improvements.

Landscape/streetscape features

Huntmar Drive south of Maple Grove Road is lined with trees. The intent of this project is to minimize impact on existing trees. A number of trees will need to be removed to accommodate the protected intersection treatments. The alignments of the sidewalk and cycle tracks have been established to best limit the potential for impact to the trees. The City is reviewing alternative planting opportunities and tree protection measures will be implemented during construction to ensure trees are impacted as little as possible.

What to expect during construction?

Vehicular traffic

Lane reductions will occur along Huntmar Drive and Maple Grove Road, however, local access to properties will be maintained throughout construction. Police assistance within the existing intersection will be utilized to assist in directing traffic as required.

Pedestrian access

A minimum of one continuous sidewalk will be maintained at all times within the project limits. The contractor will be required to provide suitable pedestrian access for residents to their dwellings at all times. This will require the use of temporary surface measures (i.e. asphalt, etc.) as deemed necessary.

Access to private property

The Contractor is required to provide vehicle access to all existing entrances/private approaches and ensure that all driving surfaces are maintained and are operational during construction. All vehicle access to existing entrances/private approaches must be fully operational once the construction for the day is completed, unless proper advance notification has been provided by the Contractor to the property owner and temporary on-street parking arrangements have been made. These temporary arrangements may be necessary at times when works are taking place in front of dwellings and when concrete sidewalk and curb works take place.

Notification prior to construction

Residents will be notified prior to construction commencement. Details will be provided on construction schedule and sequencing.
