Project overview
The City of Ottawa has initiated the design of the Clarendon Avenue, Kenora Street, Java Street, Iona Street, and Faraday Street integrated renewal. The project involves designing and constructing new sanitary sewers and watermains to replace aging infrastructure, as well as full road reconstruction including new sidewalks, curbs and catch basins where required.
The project limits are:
- Clarendon Avenue from Faraday Street to Byron Avenue
- Kenora Street from Mayfair Avenue South to Harmer Avenue
- Java Street from Mayfair Avenue South to Harmer Avenue
- Iona Street from Mayfair Avenue South to Harmer Avenue*
- Faraday Street from Mayfair Avenue South to Clarendon Avenue
*Sanitary sewer replacement on Iona Street from Mayfair Avenue South to Clarendon Avenue is not expected to be required

In addition to the work above, the project also includes watermain replacement on Island Park Crescent from Edina Street to 615 Island Park Crescent and sanitary sewer replacement from 625 to 637 Island Park Crescent.
All properties will have water services and sewer laterals replaced to the private property line where mainline infrastructure is being replaced and new hydrants will be installed to meet current spacing guidelines. Efforts to manage impacts to front yard landscaping and existing mature trees will be a project priority.
The replacement of underground infrastructure provides the opportunity to rebuild the roadway and improve pedestrian facilities. Roads will be rebuilt with new curbs, new 1.8m to 2.0m wide sidewalks, and new pavement structure.
Furthermore, new traffic calming measures will be implemented according to the City of Ottawa’s Local Residential Streets 30 km/h Design Toolbox. These measures will be reviewed as design progresses and presented to the community at the first public consultation, which is planned for late summer 2025. Traffic calming measures are expected to include a combination of speed humps, neckdowns, raised intersections, curb extensions and raised crosswalks to achieve a desired vehicle speed of 30 km/h.

Project budget
Approved project funds to date are $2 million.
Public engagement
A public information session is expected to be held in the late summer of 2025 to present the design drawings to the public. Attendees will be able to review the preliminary design, ask questions and provide feedback on the proposed works.
Paper notices will be delivered to the community in advance of field work to support design development. This will include geotechnical & environmental drilling and may also include utility investigations.

Field investigations (March 2025)

In addition to the work above, the project also includes watermain replacement on Island Park Crescent from Edina Street to 615 Island Park Crescent and sanitary sewer replacement from 625 to 637 Island Park Crescent.
Beginning in April 2025, the City of Ottawa will undertake geotechnical, hydrogeological and environmental investigations in your neighbourhood. This work will be completed to determine the soil and groundwater conditions to support the design of the road, watermain and sewer replacement.
What: The work will involve the drilling of boreholes and obtaining soil and water samples for testing. The investigations will be conducted by workers and equipment, as needed. If required, test holes will be dug to confirm exact position of select utilities where more accurate data is required.
Why: This work is needed to support the design of the road, watermain, and sewer reconstruction.
When: The field investigation work will commence in April 2025 and could take up to four weeks. The work will be conducted between the hours of 8 am and 5 pm, Monday to Friday.

Who: Parsons Inc. and their sub-consultant, Thurber Engineering Ltd., will coordinate the work for the City of Ottawa.
On-street parking
The contractor is obligated to provide 24hr notification of temporary loss of access/egress. If access to your driveway is restricted due to investigation activities, a Temporary On-Street Parking Permit (orange form) will be distributed to permit on-street parking within two blocks of your residence. Residents with electric vehicles will need to find alternative charging arrangements when access is restricted. The use of extension cords within the public right of way is not permitted.
Temporary no stopping curbside regulations will be required during portions of the work to allow for investigations to be conducted without parked cars in the work area.

Furthermore, an invitation to an initial public consultation will be delivered in the late spring of 2025. At that meeting, we will present the preliminary design to the community and obtain feedback. The construction of the project is tentatively scheduled to start in spring 2026, subject to funding availability.
What: The work will involve replacement of aging underground water and sewer infrastructure and the reconstruction of the roadway including new curbs, sidewalks, and pavement.
Why: This work is needed to renew aging infrastructure and ensure service reliability.
When: The design is planned to be completed in early 2026 with construction starting in late spring of 2026.
