Project overview

Project description

The City of Ottawa plans to replace the watermains, the sanitary sewers and portions of the storm sewers on des Pères-Blancs Avenue, Lebrun Street, Longpré Street, Marquette Avenue, Michel Circle and Ste-Monique Street. All roads will be fully reconstructed with new asphalt, catch basins, concrete curbs and sidewalks. The project will also incorporate several new traffic calming features such as mid-block narrowings, speed humps and raised crosswalks at strategic locations.

Project timing

Design: underway
Design completion: fall 2023
Construction: tentatively scheduled to start in spring 2024, continuing in 2025, subject to funding availability

Project budget

The estimated total project budget is $14.4 M.
Approved funds to date are $2.4 M to facilitate project design, property requirements and preparatory works.

Public engagement

A public engagement session was held in May 2022, to present the preliminary design drawings to the public. At that time the public was able to review the design, ask questions and provide feedback on the proposed works.

Project update (April 2023)

This notice is to advise you that while design work for the renewal of sewers, watermains, roadways and sidewalks on Lebrun Street, Longpré Street, Marquette Avenue, Michel Circle, des Pères-Blancs Avenue and Ste-Monique Street remains on-going, construction will not be starting in 2023.

Construction is now planned to start in the spring of 2024, pending budget approval later this year. If utility relocations, such as Hydro Ottawa, Telecom or Enbridge are required ahead of construction, notices will be sent to the affected areas.

A public information session will be held in early 2024 to present the final plans to the community and provide details on what to expect during construction. You will receive an invitation to the information session through the mail.

What: The proposed rehabilitation consists of the replacement or reconstruction of the sanitary sewers, watermains, portions of the storm sewers, curbs, sidewalks, and roads within the project limits. The project will also add traffic calming elements such as raised intersections, speed humps, road narrowings, and curb extensions, where appropriate to improve safety for all road users based on the new 30 km/h design guidelines. 

Why: The existing watermains, sewers and road infrastructure are approaching the end of their useful life and require replacement. The inclusion of integrated elements for accessibility and pedestrian movements aligns with the direction provided by the City’s Accessibility Design Standards and the City’s Official Plan.

When: Construction is scheduled to start in spring 2024, subject to budget approvals.

Who: The City of Ottawa has retained the design consulting firm, Robinson Consultants Inc., to complete the design of the project.

Online engagement opportunities (May 25 to June 8, 2022)

The City remains committed to keeping the public informed of projects occurring in your neighborhood.

A virtual public information session was held on Wednesday May 25, 2022 at 7 pm.

The City has a proactive communications approach. The project team will update you on the project using different methods to communicate including letters and posting information on Ottawa.ca.

What: The City of Ottawa is undertaking the rehabilitation of Lebrun Street, Longpré Street, Marquette Avenue, Michel Circle, Des Pères Blancs Avenue and Ste. Monique Street.

Why: The City is investing in the Vanier community by renewing the underground infrastructure to improve performance of our sewers and to improve the reliability of the water distribution system. The inclusion of integrated requirements for accessibility and pedestrian movements align with the direction provided by the City’s Accessibility Design Standards and the City’s Official Plan.

Geotechnical investigation (September 2021)

Beginning in September, the City of Ottawa will undertake a geotechnical investigation in your neighbourhood. This work is being completed to determine the underground soil conditions to support the design of the road, watermain and sewer replacement on Lebrun Street, Longpre Street, Marquette Avenue, Michel Circle, Ste Monique Street and Des Peres Blancs Avenue. The purpose of this project is to renew aging underground infrastructure and reconstruct the roads and sidewalks. An invitation to an initial public consultation will be delivered in early 2022. At that meeting, we will present the preliminary design to the community and obtain feedback. The construction of the project is tentatively scheduled to start in 2023, subject to funding availability.

What: The work will involve the drilling of boreholes and obtaining soil samples for testing.

Why: This geotechnical investigation is needed to support the design of the road, watermain and sewer reconstruction.

When: The work is scheduled to start in September 2021 and is expected to take 2-3 working days per street to complete, subject to weather conditions.
