Project description
The City of Ottawa plans to replace the watermains, the sanitary sewers and portions of the storm sewers on des Pères-Blancs Avenue, Lebrun Street, Longpré Street, Marquette Avenue, Michel Circle and Ste-Monique Street. All roads will be fully reconstructed with new asphalt, catch basins, concrete curbs and sidewalks. The project will also incorporate several new traffic calming features such as mid-block narrowings, speed humps and raised crosswalks at strategic locations.

Project budget
The estimated total project budget is $22.7 million.
Approved funds to date are $9.4 million to complete the construction of Phase 1.

A public information session was held on February 18, 2025, to present the final plans to the community and to provide details on what to expect during construction of Phase 2.

Construction notice (April 2025)
This notice is to provide you with an update on the road, sewer and watermain replacement project in your neighbourhood. Work began in fall 2024 on Lebrun Street and Michel Circle, and will continue spring 2025, weather permitting. The contractor will begin sewer and watermain construction along Michel Circle from Lavergne Street (west) to Lebrun Street, and complete the soft landscaping reinstatement (topsoil, sod, garden reinstatement, vegetation and tree plantings), concrete curb and sidewalk construction, and final lift of asphalt roadway paving including speed humps along Lebrun Street and Michel Circle from Lebrun Street to Lavergne Street (east).
What: The proposed rehabilitation consists of the replacement or reconstruction of the sanitary sewers, watermains, portions of the storm sewers, curbs, sidewalks, and roads within the project limits. The project will also add traffic calming elements such as raised intersections, speed humps, road narrowings, and curb extensions, where appropriate to improve safety for all road users based on the new 30 km/h design guidelines.
Why: The existing watermains, sewers and road infrastructure are approaching the end of their useful life and require replacement. The inclusion of integrated elements for accessibility and pedestrian movements aligns with the direction provided by the City’s Accessibility Design Standards and the City’s Official Plan
When: The contractor is planning on resuming construction in spring 2025, weather permitting, with all work completed by late fall 2025.
Where: The City will renew Lebrun Street from Michel Circle to des Pères-Blancs Avenue and Michel Circle from Lavergne Street to Lavergne Street as part of Phase 1 of the project.
Who: The City of Ottawa has retained the contractor, RW Tomlinson Ltd., to complete the work.
Traffic management
During construction, intermittent lane reductions and closures will be required. Access to private properties will be maintained throughout the construction period. Pedestrian detours will be signed at times when it is necessary to close sidewalks. A notice to the public will be provided prior to road closures taking place.
On-street parking and local access
As the various road reconstruction activities are in progress, on-street parking will be restricted. Local access will be maintained to residents, business owners and emergency vehicles. Periodically, vehicular access to your property may be unavailable; the contractor is required to provide 24-hour notification of temporary loss of access/egress to your property. A temporary On-Street Parking Permit will be made available to allow on-street parking within two blocks of your residence when these disruptions occur. Residents with electric vehicles will need to find alternative charging arrangements when access is restricted. The use of extension cords within the public right of way is not permitted. Should you have additional concerns about reduced access, such as business deliveries or accessibility requirements, please contact the project manager.
Impact on the right of way and adjacent private properties
The reconstruction is within the City’s right of way but may result in some disruption to part of the private property directly adjacent to the work. The City will reinstate sections of landscaping, driveways and walkways that are disturbed by construction. However, if you have plants or any other assets located within the City’s right of way that you want to preserve, we suggest that you move them in preparation for the construction work.
Pre-construction inspection
The contractor is required to carry out a pre-construction inspection of homes in the work area if the homeowner is in agreement. A representative from the contractor or designate should have contacted you already to schedule these inspections.
As part of this contract, the contractor is assuming full responsibility for the construction work until it is entirely complete as well as any damages to private property resulting from these construction activities. In the event of such occurrences, all claims for damages should be immediately reported both verbally and in writing to the contractor and to the City’s on-site Representative. This will ensure prompt notification of appropriate authorities to complete the claim investigations. If you own a subsurface lawn irrigation system, please notify the City Project Manager.
Temporary water services
During the replacement of the watermain, water will be supplied to buildings by temporary water lines. While your property will be on this temporary service, your water usage will be estimated as the temporary service is not metered. Your water bill will be based on the past average water usage for your address. Municipal fire suppression will continue during the construction period. Please note that private fire suppression systems will likely be impacted due to the temporary lines. If you have a private fire suppression system, you should make arrangements with a qualified fire protection services company to assess the extent of the impact. The building owner is obligated under the Ontario Fire Code (O. Reg 213/07) sections 6.4.1.4. (1)(a) and 6.5.2.1. to notify the fire department and Chief Fire Official of these impairments. We apologize in advance for any disruptions in water service during construction. Any problems with the temporary water services can be directed to the City’s on-site representative or call the City of Ottawa at 3-1-1 in the evenings or weekends.
Construction disruptions
The contractor will take every precaution to minimize interruptions to the everyday life of your family and/or operation of your business, but, as you can appreciate, there may be some inconvenience during the course of the work, such as traffic delays, noise and dust. You may also feel vibrations due to heavy equipment operations. Vibrations from construction activities are quite common and rarely cause any problems. We would like to thank you for your patience and co-operation. For construction activity hours of work, the City of Ottawa follows provincial requirements and the City’s Noise By-law (2017-255).
Public information session (February 18 to March 4, 2025)
The City of Ottawa held a public information session at the Richelieu Vanier Community Centre on February 18, 2025, to discuss a reconstruction project planned in your neighbourhood.
Through this session, the City of Ottawa presented the latest design drawings, proposed schedule, and construction information related to the Marquette Avenue, Longpré Street, des Pères-Blancs Avenue and Ste. Monique Street Integrate Renewal project in advance of the start of construction in late spring 2025.

Construction update (December 2024)
This notice is to provide a construction update to the residents of Michel Circle and Lebrun Street.
By the middle of December 2024, we expect that the contractor will have completed the installation of the underground sewer and watermain, base coarse asphalt roadway paving, and the reinstatement of driveways along Lebrun Street, and along Michel Circle from Lebrun Street to Lavergne Street (east). The contractor is planning to complete the lining of select sanitary sewer laterals during the winter months.
After the winter shutdown period, the contractor will return to site in spring 2025, to begin sewer and watermain construction along Michel Circle from Lavergne Street (west) to Lebrun Street, and to complete the soft landscaping reinstatement (topsoil, sod, garden reinstatement, vegetation and tree plantings), concrete curb and sidewalk construction, and final lift of asphalt roadway paving including speed humps along Lebrun Street and Michel Circle from Lebrun Street to Lavergne Street (east).

Beginning in September, the City of Ottawa will start construction for the integrated renewal of storm, sewer, and watermains in your neighbourhood.

Phase 1 of construction will begin in summer 2024 and includes the integrated renewal of Michel Circle and Lebrun Street only. When details are known regarding contractor retained to construct Phase 1, a further public notice will be distributed to affected residents prior to the start of construction activities.
Phase 2 of construction will begin in spring 2025 and includes the integrated renewal of Longpré Street, Marquette Avenue, des Pères-Blancs Avenue and Ste-Monique Street. A public information session will be held in fall 2024 to present the final plans to the community and to provide details on what to expect during construction of Phase 2. You will receive an invitation to the information session through the mail.
