Project description

The City of Ottawa plans to replace the watermains, the sanitary sewers and portions of the storm sewers on des Pères-Blancs Avenue, Lebrun Street, Longpré Street, Marquette Avenue, Michel Circle and Ste-Monique Street. All roads will be fully reconstructed with new asphalt, catch basins, concrete curbs and sidewalks. The project will also incorporate several new traffic calming features such as mid-block narrowings, speed humps and raised crosswalks at strategic locations.

Project timing

Design: completed
Construction:

  • Phase 1 started summer 2024, continuing into fall 2025
  • Phase 2 to start spring 2025, subject to funding availability

Project budget

The estimated total project budget is $22.7 million.
Approved funds to date are $9.4 million to complete the construction of Phase 1.

Public engagement

A public information session will be held in January 2025 to present the final plans to the community and to provide details on what to expect during construction of Phase 2.

Construction update (December 2024)

This notice is to provide a construction update to the residents of Michel Circle and Lebrun Street. 

By the middle of December 2024, we expect that the contractor will have completed the installation of the underground sewer and watermain, base coarse asphalt roadway paving, and the reinstatement of driveways along Lebrun Street, and along Michel Circle from Lebrun Street to Lavergne Street (east).  The contractor is planning to complete the lining of select sanitary sewer laterals during the winter months. 

After the winter shutdown period, the contractor will return to site in spring 2025, to begin sewer and watermain construction along Michel Circle from Lavergne Street (west) to Lebrun Street, and to complete the soft landscaping reinstatement (topsoil, sod, garden reinstatement, vegetation and tree plantings), concrete curb and sidewalk construction, and final lift of asphalt roadway paving including speed humps along Lebrun Street and Michel Circle from Lebrun Street to Lavergne Street (east).   
 
Thank you for your on-going patience and understanding as we complete our critical infrastructure renewals.

Construction notice (August 2024)

Beginning in September, the City of Ottawa will start construction for the integrated renewal of storm, sewer, and watermains in your neighbourhood.

What: The proposed rehabilitation consists of the replacement or reconstruction of the sanitary sewers, watermains, portions of the storm sewers, curbs, sidewalks, and roads within the project limits. The project will also add traffic calming elements such as raised intersections, speed humps, road narrowings, and curb extensions, where appropriate to improve safety for all road users based on the new 30 km/h design guidelines.

Why: The existing watermains, sewers and road infrastructure are approaching the end of their useful life and require replacement. The inclusion of integrated elements for accessibility and pedestrian movements aligns with the direction provided by the City’s Accessibility Design Standards and the City’s Official Plan.

When: Construction of Phase 1 is expected to begin early September and be completed by fall 2025.

Where: The City will renew Lebrun Street from Michel Circle to des Pères-Blancs Avenue and Michel Circle from Lavergne Street to Lavergne Street as part of Phase 1 of the project.

Who: The City of Ottawa has retained the contractor, R.W. Tomlinson Ltd., to complete the work.

Traffic management

Vehicle, pedestrian and cyclist traffic along Michel Circle and Lebrun Street will be impacted.

On-street parking

As the various road reconstruction activities are in progress on your street, on-street parking may be restricted. In the event that access to your driveway will be impacted, you will receive 24-hours’ notice and provided with a Temporary On-Street Parking Permit (orange form) to permit on-street parking within two blocks of your residence. Residents with electric vehicles will need to find alternative charging arrangements when access is restricted. The use of extension cords within the public right of way is not permitted.

Should you have additional concerns about reduced access, such as business deliveries or accessibility requirements, please contact the project manager.

Construction disruptions

The contractor will take every precaution to minimize interruptions to the everyday life of your family and/or operation of your business, but, as you can appreciate, there may be some inconvenience during the course of the work, such as traffic delays, noise and dust. You may also feel vibrations due to heavy equipment operations. Vibrations from construction activities are quite common and rarely cause any problems. We would like to thank you for your patience and co-operation. For construction activity hours of work, the City of Ottawa follows provincial requirements and the City’s Noise By-law (2017-255).

Project update (May 2024)

The integrated renewal of Lebrun Street, Longpré Street, Marquette Avenue, Michel Circle, des Pères-Blancs Avenue and Ste-Monique Street will proceed in two phases. 

What: The proposed rehabilitation consists of the replacement or reconstruction of the sanitary sewers, watermains, portions of the storm sewers, curbs, sidewalks, and roads within the project limits. The project will also add traffic calming elements such as raised intersections, speed humps, road narrowings, and curb extensions, where appropriate to improve safety for all road users based on the new 30 km/h design guidelines. 

Why: The existing watermains, sewers and road infrastructure are approaching the end of their useful life and require replacement. The inclusion of integrated elements for accessibility and pedestrian movements aligns with the direction provided by the City’s Accessibility Design Standards and the City’s Official Plan.

When: Construction is scheduled to start in summer 2024 for Phase 1 only.

Phase 1 of construction will begin in summer 2024 and includes the integrated renewal of Michel Circle and Lebrun Street only. When details are known regarding contractor retained to construct Phase 1, a further public notice will be distributed to affected residents prior to the start of construction activities. 
 
Phase 2 of construction will begin in spring 2025 and includes the integrated renewal of Longpré Street, Marquette Avenue, des Pères-Blancs Avenue and Ste-Monique Street. A public information session will be held in fall 2024 to present the final plans to the community and to provide details on what to expect during construction of Phase 2. You will receive an invitation to the information session through the mail.

Online engagement opportunities (May 25 to June 8, 2022)

The City of Ottawa continues to take precautionary steps to protect members of the public. As an alternative to hosting in-person public information sessions, information is being posted to Ottawa.ca and virtual information sessions are being held. The City remains committed to keeping the public informed of projects occurring in your neighborhood.

A virtual public information session was held on Wednesday May 25, 2022 at 7 pm.

The City has a proactive communications approach. The project team will update you on the project using different methods to communicate including letters and posting information on Ottawa.ca.

What: The City of Ottawa is undertaking the rehabilitation of Lebrun Street, Longpré Street, Marquette Avenue, Michel Circle, Des Pères Blancs Avenue and Ste. Monique Street.
