Project description
The City of Ottawa is undertaking the design to rehabilitate the existing Leonard Sanitary Pumping Station built in 1969, located within the City’s right of way, opposite 115 Leonard Avenue.
Many of the pump station components have reached the end of their useful life and need to be replaced. All upgrades will be done in accordance with the latest operational and health and safety standards.
Refer to Figure 1 below for the location of the station.
The planned work includes:
- demolition, removal and replacement of all required underground infrastructure, utilities, services, etc.,
- demolition, removal and replacement of all existing components within the wet well,
- replacement or upgrades of existing aboveground equipment including electrical and control panels under the existing mounting structure/kiosk,
- installation of by-pass pumping system for the duration of construction,
- construction of a new underground by-pass chamber for the existing wet well,
- installation of new natural gas generator set complete with associated services.
Notice to residents will be sent out to advise of works prior to commencement.
The City makes every effort to minimize the impacts of construction on the community. Utilities modifications and excavation within the City right of way limits is expected. Construction site fencing will be in place during construction to enhance public safety.
It is not expected that there will be any interruption to the service for the duration of this project.
Project timing
- Design has been completed in summer 2021
- Construction start: spring 2023
- Construction completion: fall 2024
Project budget
Approved project funds to date are $500,000. Budget will be adjusted once the design is completed and prior to construction start date.
Public involvement – online engagement opportunity
An online public information session was held in spring 2021 to present the design to the public. At that time attendees were able to review the design, ask questions and provide comments on the proposed works.

Construction update (March 2023)
This notice is to advise that construction in your neighbourhood is planned to commence in the spring of 2023.
What: Planned construction under this project includes replacement of existing pumping station infrastructure components, upgrades to the underground and aboveground equipment, installation of a new underground by-pass chamber as well as provision of a new generator set complete with provision or upgrade of associated utilities.
Why: Many components of this sanitary pump station have reached the end of their useful life and need to be replaced to reduce potential risk of station failure that could result in basement flooding. Upgrades are also required to meet current standards and improve this station’s reliability to allow staff to operate them safely and efficiently.
When: Construction under this project is expected to start in April 2023, subject to weather conditions and completion is anticipated in early 2024.
Where: Leonard Sanitary Pumping Station is located on Leonard Avenue, south of Cameron Avenue, opposite 115 Leonard Avenue. All proposed upgrades will be installed within the City right of way.
Who: The City of Ottawa has retained the Contractor, LW Bray Construction Limited, to complete the work.
Traffic management
Lane reductions and alternating traffic can be expected during construction to accommodate the work. Access to private properties will be maintained throughout the construction period. Access to driveways in close proximity to work area will be limited at times. Access for pedestrians and cyclists will be maintained.
On-street parking
As the various construction activities are in progress on your street, on-street parking will be restricted. In the event that access to your driveway is restricted due to construction activities, a Temporary On- Street Parking Permit (orange form) will be distributed to permit on-street parking within two blocks of your residence.
Safety
During construction, it is our priority to ensure the safety of the public. Please stay clear of all construction equipment and open excavations. If applicable, please tell your children about the dangers of playing near a construction area.
Impact on the right of way
The reconstruction is within the City’s right of way but may result in some disruption to part of the private property directly adjacent to the work. The City will reinstate all sections of landscaping, driveways and walkways that are disturbed by construction. However, if you have plants or any other assets located within the City’s right of way that you want to preserve, we suggest that you may want to move them in preparation for the construction work.
Property damage caused by construction activities
As part of this Contract, the Contractor is assuming full responsibility for the construction work until it is entirely complete, as well as any damages to private property resulting from these construction activities. In the event of such occurrences, all claims for damages should be immediately reported both verbally and in writing to the Contractor and to the City’s on-site Representative. This will ensure prompt notification of appropriate authorities to complete the claim investigations.
Construction disruptions
The Contractor will take every precaution to minimize interruptions to the everyday life of your family and/or operation of your business, but as you can appreciate, there may be some inconvenience during the course of the construction work, such as delays and traffic detours, parking restrictions, noise and dust. You may also feel vibrations due to heavy equipment operations. Vibrations from construction activities are quite common and rarely cause any problems. We would like to thank you for your patience and co-operation. For construction activity hours of work, the City of Ottawa follows provincial requirements and the City’s Noise By-law (2017-255).
Construction update (October 2022)
This notice is to advise that construction in your neighbourhood that was to begin this past summer has been delayed to spring 2023 due to supply chain and equipment delivery issues. A follow up notice will be mailed to residents prior to construction commencement in the spring.
