Project description

The City of Ottawa is undertaking the design work for the rehabilitation of select street segments within the Hintonburg Community. The work is being conducted to replace aging road, sewer, and watermain infrastructure. Existing combined sewers will be replaced with separated sanitary and storm sewer systems.

The project limits include:

  • Laurel Street, from Breezehill Avenue North to Loretta Avenue North
  • Loretta Avenue North, from Laurel Street to the dead-end north of Highway 417

Approved project funds to date are $10,873,000.

Public engagement

A public information session was held in March 2023. Project information and detailed design drawings were shared. The public was able to review the designs and provide written comments on the proposed works.

Construction notice (March 2024)

This notice is to advise that the City of Ottawa will continue reconstruction on Loretta Avenue North, and a portion of Laurel Street, starting in April 2024.

What: Surface works including final asphalt, streetscaping, traffic calming, as well as concrete curbs and sidewalks on both sides of Loretta Avenue North and Laurel Street. 

Why: The overall purpose of the project is to replace the existing underground watermain, storm sewer and sanitary sewers, full road reconstruction and rehabilitation of the sidewalks, and implement traffic calming measures.  

When: The work is expected to begin at the end of April or early May, with completion in fall 2024.

Where: Loretta Avenue N and Laurel Street, between Loretta Avenue N and Breezehill Avenue.

Who: The City has retained the contractor, R.W. Tomlinson, to complete the work.

Construction disruptions

The contractor will take every precaution to minimize interruptions to the everyday life of your family and/or operation of your business, but, as you can appreciate, there may be some inconvenience during the course of the work, such as traffic delays, noise and dust. We would like to thank you for your patience and co-operation. For construction activity hours of work, the City of Ottawa follows provincial requirements and the City’s Noise By-law (2017-255).

Road closure (January 15 to February 2, 2024)

The City of Ottawa is replacing the aging underground infrastructure on Loretta Avenue North, and a portion of Laurel Street, as part of the City’s ongoing replacement of critical infrastructure.

To facilitate construction across the Breezehill Avenue N/Laurel Street intersection, Breezehill Avenue North from Laurel Street to Somerset Street W will be closed from 6 am Monday, January 15 until 6 pm Friday, February 2, 2024.

What: Breezehill Ave N will be closed to northbound traffic between Laurel Street and Somerset Street W.  

Why: The City of Ottawa will be undertaking these works across the Breezehill Avenue N/Laurel Street intersection and northbound on Breezehill Avenue N, as part of a programmed end-of-service-life replacement capital project.

When: The closure is planned for 6 am Monday, January 15 until 6 pm Friday, February 2, 2024. 

Where: Breezehill Avenue N, from Laurel Street to Somerset Street W.

Who: The City of Ottawa has retained R.W. Tomlinson to complete the work.

Road closure

To facilitate construction activities, Breezehill Avenue N will be closed to northbound traffic from Laurel Street to Somerset Street W. Southbound Breezehill Avenue N will be converted to a one-way roadway within this block with southbound traffic maintained. Road closure signage will be placed onsite. Local access to your property will be maintained throughout construction.

Road closure & detour notice (November 13 to 17, 2023)

The City of Ottawa is replacing the aging underground infrastructure on Loretta Avenue North, and a portion of Laurel Street, as part of the City’s ongoing replacement of critical infrastructure.

To facilitate construction across the Gladstone intersection at Loretta Avenue North, Gladstone Avenue from Breezehill Avenue North to Preston Street will be closed from 6 am Monday, November 13 until 6 pm Friday, November 17, 2023. To maintain bus services in your community, OC Transpo routes 14 and 114 will be detoured.

What: Traffic and bus routes 14 and 114 will be detoured via Preston Street, Somerset Street, Bayswater Avenue.

Why: The City of Ottawa will be undertaking these works across the Gladstone Avenue intersection at Loretta Avenue North, as part of a programmed end-of-service-life replacement capital project.

When: The closure and associated detour is expected to occur 6 am Monday, November 13 until 6 pm Friday, November 17, 2023. Work will take place 24/7 during this closure; the contractor has obtained a noise bylaw exemption permit.

Where: Gladstone Avenue will be closed from Breezehill Avenue North to Preston Street. Access to Loretta Avenue North, south of Gladstone Avenue, will alternate between the east and west side of the intersection. There will be signage to direct traffic accordingly, but please feel free to contact the undersigned in-site team members for accurate real time information on access. If you need to access Loretta Avenue North, north of Gladstone Avenue, please access via Laurel Street.

Road closure

To facilitate construction activities, Gladstone Avenue and Loretta Avenue North intersection will be closed to through traffic including all vehicles, pedestrians, and cyclists. Road closure signage will be placed onsite. Local access to your property will be maintained throughout construction.

  • Stop 7354, Gladstone S Bayswater FS: Stop out of service. Service available on routes 14 St-Laurent & 114 Rideau at temporary stop at Gladstone/Bayswater.
  • Stop 7353, Gladstone N Bayswater NS: Stop out of service. Service available on routes 14 Tunney's Pasture & 114 Carlington at temporary stop at Gladstone/Bayswater.

Construction notice (June 2023)

In early July, the City of Ottawa will begin the rehabilitation of the road, water and sewers within of Loretta Avenue North and Laurel Street. 

What: During the 2023 construction season, the focus will be on the replacement of the underground infrastructure and road reinstatement of Loretta Avenue North and Laurel Street between Loretta Avenue North and Breezehill Avenue.

Why: The overall purpose of the project is to replace the existing underground watermain, storm sewer and sanitary sewers, full road reconstruction and rehabilitation of the sidewalks, and implement traffic calming measures.    
 
When: This work is tentatively planned to begin in early July 2023 and be completed by end of 2024. 

Where: The limits of construction associated with this project are Loretta Avenue North and Laurel Street between Loretta Avenue North and Breezehill Avenue. There is also some underground work on Breezehill Avenue between Laurel Street and Somerset Street West.

Who: The City of Ottawa has retained the contractor, R.W. Tomlinson Ltd., to complete the work.

Traffic impacts

Local road closures and lane reductions with alternating traffic is to be expected during construction to accommodate the work. Access to local businesses and private properties will be maintained throughout the construction period. Access for pedestrians and cyclists will also be maintained.

On-street parking and local access

As the various road reconstruction activities are in progress, on-street parking will be restricted. Local access will be maintained to residents, businesses, and emergency vehicles. Periodically, vehicular access to your property may be unavailable; the Contractor is required to provide 24-hour notification of temporary loss of vehicular access/egress to your property. A temporary On-Street Parking Permit will be made available to allow on-street parking within the project vicinity of your residence when these disruptions occur.

Impact on the right of way and adjacent private properties

The reconstruction is within the City’s right of way but may result in some disruption to part of the private property directly adjacent to the work. The City will reinstate sections of landscaping, driveways and walkways that are disturbed by construction. However, if you have plants or any other assets located within the City’s right of way that you want to preserve, we suggest that you may want to move them in preparation for the construction work.

Pre-construction inspection

The Contractor will be performing a pre-construction survey of all buildings and landscapes within the project limits to document their current conditions prior to the commencement of construction. A representative from Englobe will be contacting affected property owners to schedule these inspections.

Property damage caused by construction activities

As part of this contract, the contractor is assuming full responsibility for the construction work until it is entirely complete as well as any damages to private property resulting from these construction activities. In the event of such occurrences, all claims for damages should be immediately reported both verbally and in writing to the contractor and the City’s on-site representative. This will ensure prompt notification of appropriate authorities to complete the claim investigations.

Temporary water services

During the advancement of water service transfers, a temporary water interruption (4 to 8 hours) is expected to allow for disconnection and reconnection. A notice of water interruption will be sent to affected residents 24 to 48 hours in advance. 

Municipal fire suppression will continue during the construction period. Please note that private fire suppression systems may be impacted. Temporary water is provided for domestic consumption purposes only. If you have a private fire suppression system, it is recommended that you make arrangements with a fire protection services company in order to determine the extent of any impact. For information on minimizing your fire risk contact the City’s Fire Services at 613-580-2424 ext. 15371.

We apologize in advance for any disruptions in water service during construction. Any problems with the temporary water services can be directed to the City’s on-site representative or call the City of Ottawa at 3-1-1 in the evenings or weekends.

Project commencement (January 2021)

The City of Ottawa is undertaking the design work for the rehabilitation of select street segments within the Hintonburg Community. The work is being conducted to replace aging road, sewer, and watermain infrastructure. Existing combined sewers will be replaced with separated sanitary and storm sewer systems.

What: The Loretta Avenue North reconstruction project will involve the replacement of sewers, watermains, miscellaneous storm drainage infrastructure, roadways, sidewalks, and streetscape/landscape treatments within the City’s right of ways. During the design phase, various investigations may be required, including, property investigations to determine building drainage and service connections. Where required, these property owners will be contacted directly. Environmental and geotechnical investigations may also be required within the City’s right of way.

Why: The existing road, sewer, and watermain infrastructure is aging and needs to be replaced.

When: Design work has already commenced and will include environmental and geotechnical investigations, supplementary survey work and other field investigations, many of which will be taking place this winter and spring.

The design is expected to be completed by summer of 2021. Construction is tentatively expected to begin in fall of 2021 and run through 2022. The construction schedule will be confirmed as part of the design process. Notices to residents will be sent prior to construction.

Where: Work is planned to take place within the following street segments:

  • Laurel Street – from Breezehill Avenue North to Loretta Avenue North
  • Loretta Avenue North – from Laurel Street to the dead-end north of Highway 417

Who: The City has retained the services of Novatech to manage and complete the required engineering efforts.

Public Involvement

An online public engagement opportunity is expected to be held in the spring of 2021, to present the preliminary design drawings to the public. At this time the public will be able to review the design, ask questions and provide comment on the proposed works. More information will be provided in advance of the engagement opportunity
