Project description
The City of Ottawa is undertaking the rehabilitation of Monk Street, Oakland Avenue, Wilton Crescent, Woodlawn Avenue, Wilton Lane, Tackaberry Lane and Ernie Brady Lane.
The proposed rehabilitation consists of the reconstruction of the combined sewers, watermains, curbs, sidewalks and roads within the project limits. The project will also add traffic calming elements such as a raised intersection, a raised pedestrian crossing, speed humps and intersection and road narrowings, where appropriate to improve safety for all road users.

Approved project funds to date are $14 million.
Public engagement
An online public information session was held on April 19, 2023, to present the design drawings to the public. At that time, residents were able to review the design, ask questions and provide comment on the proposed works.

Night work (April 2024)
The City of Ottawa is currently completing the scheduled 2024 works on Monk Street, Oakland Avenue, Wilton Crescent and Woodlawn Avenue as part of the integrated renewal project and the current stage of construction will involve night work at the intersection of Monk Street and Oakland Avenue.
What: Night work will involve excavating to allow for the connection of temporary water supply.
When: This work is expected to occur the week of April 24, between 7 pm and 7 am the following morning.
Where: Oakland Avenue at Monk Street
Who: The City of Ottawa has retained the contractor, Robert Excavating Ltd, to complete the work.
Construction disruptions
The contractor will take every precaution to minimize interruptions to the normal life of your family and/or operation of your business, but as you can appreciate, there may be some inconvenience during construction. We would like to thank you in advance for your patience and co-operation. For construction activity hours of work, the City of Ottawa follows provincial requirements and the City’s Noise By-law (2017-255). A noise by-law exemption will be in place for this work.
Construction notice (March 2024)
This notice is to advise that construction in your neighbourhood will be starting in spring 2024. Work will resume on Wilton Crescent and Monk Street in addition to Oakland Avenue and Woodlawn Avenue and include the replacement of underground sewers and watermains as well as full road reconstruction.
What: The City of Ottawa is undertaking the rehabilitation of Monk Street, Oakland Avenue, Wilton Crescent, Woodlawn Avenue, Wilton Lane, Tackaberry Lane and Ernie Brady Lane.
Why: The City is renewing the underground infrastructure to improve performance of our sewers and to improve the reliability of the water distribution system. The inclusion of integrated requirements for accessibility and pedestrian movements aligns with the direction provided by the City’s Accessibility Design Standards and the City’s Official Plan.
When: This work is tentatively planned to resume in spring 2024 and will be completed by summer 2025.
Where: Work will occur at the following locations:
- Ernie Brady Lane from Wilton Lane to Monk Street
- Monk Street from Holmwood Avenue to Wilton Crescent
- Oakland Avenue from Wilton Crescent to Monk Street
- Tackaberry Lane from Ralph Street to Monk Street
- Wilton Crescent from Oakland Avenue to Bank Street
- Wilton Lane from Woodlawn Avenue to Monk Street
- Woodlawn Avenue from Ralph Street to Monk Street

Safety
During construction, it is our priority to ensure the safety of the public. We need your co-operation to make it safer for everyone, please stay clear of all construction equipment and open excavations. If applicable, please tell your children about the dangers of playing near a construction area.
Traffic management
During construction, intermittent lane reductions and closures will be required. Access to private properties will be maintained throughout the construction period. Pedestrian detours will be signed at times when it is necessary to close sidewalks. A notice to the public will be provided prior to road closures taking place. Work is anticipated to resume in spring 2024 and be completed in summer 2025. Seasonal shutdowns will occur over the winter with the road being reinstated prior to shutdown.
On-street parking and local access
As the various road reconstruction activities are in progress, on-street parking will be restricted. Local access will be maintained to residents, business owners and emergency vehicles. Periodically, vehicular access to your property may be unavailable; the contractor is required to provide 24-hour notification of temporary loss of vehicular access/egress to your property. A temporary On-Street Parking Permit will be made available to allow on-street parking within two blocks of your residence when these disruptions occur. Residents with electric vehicles will need to find alternative charging arrangements when access is restricted. The use of extension cords within the public right of way is not permitted.

Impact on the right of way and adjacent private properties
The reconstruction is within the City’s right of way but may result in some disruption to part of the private property directly adjacent to the work. The City will reinstate sections of landscaping, driveways and walkways that are disturbed by construction. However, if you have plants or any other assets located within the City’s right of way that you want to preserve, we suggest that you move them in preparation for the construction work.
Pre-construction inspection
The contractor is required to carry out a pre-construction inspection of homes in the work area if the homeowner is in agreement. A representative from the contractor or designate will be contacting you to schedule these inspections.
As part of this contract, the contractor is assuming full responsibility for the construction work until it is entirely complete as well as any damages to private property resulting from these construction activities. In the event of such occurrences, all claims for damages should be immediately reported both verbally and in writing to the contractor and to the City’s on-site representative. This will ensure prompt notification of appropriate authorities to complete the claim investigations.
If you own a subsurface lawn irrigation system, please notify the City Project Manager.
Temporary water services
During the replacement of the watermain, water will be supplied to buildings by temporary water lines. While your property will be on this temporary service, your water usage will be estimated as the temporary service is not metered. Your water bill will be based on the past average water usage for your address. If you have any questions, please contact Revenue at 613-580-2444 or WS-Billing@ottawa.ca.
Municipal fire suppression will continue during the construction period. Please note that private fire suppression systems may be impacted. Temporary water is provided for domestic consumption purposes only. If you have a private fire suppression system, it is recommended that you make arrangements with a fire protection services company in order to determine the extent of any impact. For information on minimizing your fire risk contact the City’s Fire Services at 613-580-2424, ext. 15371.
We apologize in advance for any disruptions in water service during construction. Any problems with the temporary water services can be directed to the City’s on-site representative or call the City of Ottawa at 3-1-1 in the evenings or weekends.

Project update (December 2023)
As the year comes to a close and construction wraps up for the winter, we would like to provide you with an update on the Monk, Oakland, Wilton & Woodlawn Integrated Renewal project.
2023 construction update
This year, the contractor installed a new local watermain and combined sewer on Wilton Crescent from Bank Street to Monk Street and on Monk Street from Wilton Crescent to Oakland Avenue, in addition to catch basins throughout the project area.
The roadway was reconstructed, and the base course of asphalt has been placed for the winter.
2024 construction
In the spring, the contractor will resume operations in the project area with watermain and combined sewer installations on:
- Monk Street from Oakland Avenue to Holmwood
- Woodlawn Avenue from Ralph Street to Monk Street
- Wilton Crescent from Monk Street to Oakland Avenue
- Oakland Avenue from Wilton Crescent to Monk Street
- Resurfacing of Tackaberry Lane, Wilton Lane, and Ernie Brady Lane
Additionally, the final road surface and pedestrian facilities in the 2023 work area will be completed in the fall of 2024.
Queen Elizabeth Place watermain abandonment
The City is using construction in the area to take the opportunity to abandon an expired portion of watermain that has reached its service life. This watermain runs from the intersection of Queen Elizabeth Place and Wilton Crescent, along Queen Elizabeth Drive to Broadway Avenue and under the Rideau Canal to Echo Drive. Thanks to improvement works undertaken in the community previously, in conjunction with the local improvements provided by the current project, this old section of watermain is now redundant. To minimize disruption to the community with the decommissioning of this pipe, the contractor will utilize trenchless techniques to fill the watermain with grout from three different locations.
Brown’s Inlet combined sewer replacement
The replacement of the Brown’s Inlet combined sewer has now been included in the project works as this section of sewer and the culverts underneath have reached their end of life and require replacement. The replacement will allow for a more durable pipe to be installed and an increased capacity for future storm flows to be achieved. This work will be scheduled into the 2024 construction plan. The design for this additional work is underway and the National Capital Commission will be included in those discussions.
Lead Pipe Replacement Program
The City of Ottawa offers homeowners whose private water service contains lead pipes the opportunity to receive a rebate to offset the cost of replacement. The contractor has retained a licensed plumber to provide this service during construction as excavations will be made to replace the City’s watermain and the portion of the service from the watermain to the property line.

Upcoming traffic impacts
There will be a winter shutdown and the contractor will demobilize from the site in December 2023. Construction to resume in spring 2024.
2024 construction will include:
- Closure of Wilton Crescent from Monk Street to Oakland Avenue
- Closure of Oakland Avenue from Monk Street to Wilton Crescent
- Closure of Monk Street from Oakland Avenue to Holmwood Avenue
- Closure of Woodlawn Avenue from Monk Street to Ralph Street
The above closures will be staged throughout the 2024 construction season.

In advance of construction in spring 2024, a construction notice will be distributed to the immediate community with further details including the approximate dates of the closures.
Online engagement opportunity (April 19 to 30, 2023)
The City of Ottawa remains committed to keeping the public informed of projects occurring in your neighbourhood and may use a variety of communication methods to update residents including but not limited to, mailed notices, e-newsletters, ottawa.ca, in-person and online engagement opportunities.
The Integrated Renewal: Monk, Oakland, Wilton and Woodlawn project held an online engagement opportunity in April followed by a virtual public meeting to provide residents with an update on this project.
Residents were invited to review and provide comments on the new documents and illustrations for the Integrated Renewal: Monk, Oakland, Wilton and Woodlawn project by April 30, 2023.
