Project description
The City of Ottawa is undertaking rehabilitation of select street segments within the Westboro Community. The overall objective of this project is to complete the design and construction for the rehabilitation of the sanitary sewers, watermains and road infrastructure of Piccadilly Avenue between Wellington Street and Bassett Lane. The renewal of the watermain crossing the greenspace between Bassett Lane and Byron Avenue will be included in this project.
In addition, surface grading and drainage improvements are required to eliminate the low area in the south portion of the road to direct surface drainage north to Wellington Street.
The project limits include:
- Piccadilly Avenue, from Wellington Street to Bassett Lane
- The greenspace between Bassett Lane and Byron Avenue at end of Piccadilly Avenue

Design: underway
Design completion: winter 2022-2023
Construction: The project is substantially completed. The remaining asphalt and landscaping works will be completed in spring 2024.
Project budget
Approved project funds to date are $2,400,000.
Public engagement
An online engagement opportunity was held in February 2023 to present new documents and illustrations to the public. The public was able to review the designs and provide written comments on the proposed works.

Road closure: access to Piccadilly Avenue from Wellington Street (May 1 to May 9, 2024
As part of the final stages of the Piccadilly Integrated Renewal project, the City of Ottawa will be constructing the new raised pedestrian crossing on Piccadilly Avenue at Wellington Street. To facilitate this work, the City of Ottawa has approved the closure of Piccadilly Avenue that is normally accessible from Wellington Street. A signed detour route will direct motorist along Mayfair Avenue to access Piccadilly Avenue from the south access point.
What: The Piccadilly Avenue access from Wellington Street will be closed for a period of approximately one week. The signed detour will redirect motorists on Mayfair Avenue to gain access to Piccadilly Avenue from Bassett Lane.
Why: The road closure is required for the safety of the residents and workers, as there is limited area to accommodate the open cut excavation and the necessary labour, materials and equipment.
When: The anticipated closure will take place on May 1 and end on May 9, 2024.
Where: The northern access to Piccadilly Avenue from Wellington Street.
Who: The City of Ottawa has retained the contractor, Robert Excavation, to complete the work.
Traffic impacts
The detour route for the closure of will be via Mayfair Avenue to Bassett Lane. Access to local businesses and private properties will be maintained throughout the construction activities. Access for pedestrians and cyclists will also be maintained. The contractor will have traffic sign persons on site to assist with traffic.
On-street parking and driveway impacts
To allow the work to be completed in a timely manner, on street parking is prohibited during the closures. The contractor is obligated to provide 24-hour notification of temporary loss of access/egress. In the event that access to your driveway is restricted due to construction activities, a Temporary On-Street Parking Permit (orange form) will be distributed to permit on-street parking within two blocks of your residence. Residents with electric vehicles will need to find alternative charging arrangements when access is restricted. The use of extension cords within the public right of way is not permitted. Should you have additional concerns about reduced access, such as business deliveries or accessibility requirements, please contact the project manager.
Construction disruptions
The contractor will take every precaution to minimize interruptions to the everyday life of your family and/or operation of your business. As you can appreciate, there may be some inconvenience during the operation of the work, such as delays when travelling through the construction zone, noise and dust. You may also feel vibrations due to heavy equipment operations. Vibrations from construction activities are quite common and rarely cause any problems. We would like to thank you in advance for your patience and co-operation. For construction activity hours of work, the City of Ottawa follows provincial requirements and the City’s Noise By-law (2017-255).
Construction notice (May 2023)
In late May, the City of Ottawa will begin the rehabilitation of the road, water and sewers within Piccadilly Avenue.
What: During the 2023 spring-summer construction season, the focus will be on the replacement of the underground infrastructure and road reinstatement of Piccadilly Avenue between Wellington Street and Byron Avenue.
Why: The overall purpose of the project is to replace the existing underground watermain, storm sewer and sanitary sewers, full road reconstruction and rehabilitation of the sidewalks, and implement traffic calming measures.
When: This work is tentatively planned to begin in late May 2023 and be completed by November 2023. The Contractor will begin with the water service connections transfer to the temporary watermain, continue onto the rehabilitation of the underground infrastructure, followed by the reinstatement of road base and sidewalk rehabilitation, with the remaining topsoil and sod reinstatements to be completed in fall 2023.
Where: The limits of construction associated with this project is Piccadilly Avenue, between Wellington Street and Byron Avenue.
Who: The City of Ottawa has retained the contractor, Robert Excavation, to complete the work.
Traffic impacts
Lane reductions and alternating traffic is to be expected during construction to accommodate the work. Access to local businesses and private properties will be maintained throughout the construction period. Access for pedestrians and cyclists will also be maintained. During construction, access to the segment of pathway under construction near Bassett Lane will be reserved for construction personnel and machinery. The Contractor will have traffic sign persons on site to assist with traffic.
On-street parking and local access
As the various road reconstruction activities are in progress, on-street parking will be restricted. Local access will be maintained to residents, businesses, and emergency vehicles. Periodically, vehicular access to your property may be unavailable; the Contractor is required to provide 24-hour notification of temporary loss of vehicular access/egress to your property. A temporary On-Street Parking Permit will be made available to allow on-street parking within the project vicinity of your residence when these disruptions occur.
Impact on the right of way and adjacent private properties
The reconstruction is within the City’s right of way but may result in some disruption to part of the private property directly adjacent to the work. The City will reinstate sections of landscaping, driveways and walkways that are disturbed by construction. However, if you have plants or any other assets located within the City’s right of way that you want to preserve, we suggest that you may want to move them in preparation for the construction work.
Pre-construction inspection
The Contractor will be performing a pre-construction survey of all buildings and landscapes within the project limits to document their current conditions prior to the commencement of construction. A representative from Englobe will be contacting affected property owners to schedule these inspections.
Property damage caused by construction activities
As part of this contract, the contractor is assuming full responsibility for the construction work until it is entirely complete as well as any damages to private property resulting from these construction activities. In the event of such occurrences, all claims for damages should be immediately reported both verbally and in writing to the contractor and to the City’s on-site representative. This will ensure prompt notification of appropriate authorities to complete the claim investigations.
Temporary water services
During the advancement of water service transfers, a temporary water interruption (4 to 8 hours) is expected to allow for disconnection and reconnection. A notice of water interruption will be sent to affected residents 24 to 48 hours in advance.
Municipal fire suppression will continue during the construction period. Please note that private fire suppression systems may be impacted. Temporary water is provided for domestic consumption purposes only. If you have a private fire suppression system, it is recommended that you make arrangements with a fire protection services company in order to determine the extent of any impact. For information on minimizing your fire risk contact the City’s Fire Services at 613-580-2424 ext. 15371.
We apologize in advance for any disruptions in water service during construction. Any problems with the temporary water services can be directed to the City’s on-site representative or call the City of Ottawa at 3-1-1 in the evenings or weekends.

Field investigations (October 2021)
The City of Ottawa will undertake geotechnical, hydrogeological and environmental investigations in your neighborhood. This work is being done to determine existing soil, bedrock and groundwater conditions as part of the design phase of the Piccadilly Integrated Renewal Project.
What: The investigation work will involve the drilling of boreholes, obtaining soil and water samples for testing to determine future construction methods and the locations for underground utilities. Street Parking lanes will be temporarily closed during the work.
Why: This work is being conducted to support the design of the Piccadilly Integrated Road, Sewer and Watermain Renewal project.
When: The field investigation work will commence in October 2021 and could take up to four (4) weeks. The work will be conducted between the hours of 8 am and 5 pm, Monday to Friday.
Where: At localized spots along Piccadilly Avenue North between Wellington Street West and Bassett Lane, as well as on Wellington Street West and Bassett Lane at the intersections with Piccadilly Avenue North. One borehole will also be advanced in the public greenspace of Byron Park between Bassett Lane and Byron Avenue. All pedestrian walkways will be maintained during this work.
Who: Parsons Inc. and their sub-consultants, Thurber Engineering Ltd., will coordinate the work for the City of Ottawa.
Parking
