Project overview
The City of Ottawa has completed detailed design work for upgrades to the Richmond Sanitary Pumping Station and construction is planned to start in 2023.
The Richmond Sanitary Pumping Station located in the Village of Richmond, serves both the Village of Richmond and Munster Hamlet. It was constructed in 1984 and is located at 63 Royal York Street at the intersection of Royal York Street and Cockburn Street South. It consists of a Dry Well / Wet Well configuration with an interior diesel generator for emergency power, and SCADA communication and control systems.
Project description
The objective of this project is to improve the reliability of the facility and providing capacity increases for future growth.
The work involves the demolition, removal and replacement of process, electrical and mechanical equipment inside the pumping station, building code and safety improvements, instrumentation and controls, a new generator, new access to the station, new sections of 600mm diameter forcemain and a new 200mm watermain along Royal York Street between Cockburn Street and King Street.
The City makes every effort to minimize the impacts of construction on the community. Utilities modifications and excavation within the City right of way limits is expected. Construction site fencing will be in place during construction to enhance public safety. Sanitary service for existing community will not be interrupted during this project.

Approved project funds to date are $14 million.

Night work (May 21 to June 13, 2024)
This notice is to advise that as part of the next phase of the Richmond Pumping Station Upgrades project, overnight work consisting of the use of a diesel generator to run a pump may take place between Tuesday, May 21 until Thursday, June 13, 2024.
This project is being conducted to increase the station’s pumping capacity. This sanitary pumping station is located at 63 Royal York Street near the intersection of Cockburn and Royal York streets.
What: Diesel generator running overnight at 63 Royal York Street.
Why: To complete the work within the wet well at the Richmond Pumping Station, the sewage needs to bypass the wet well. A pump will run 24 hours per day to remove sewage from the maintenance hole in front of 63 Royal York Street. The pump will be powered by a diesel generator.
When: Nighttime use of a diesel generator will be used starting as early as Tuesday May 21 and may continue through to Thursday, June 13, 2024.
Where: The generator will be placed behind the Richmond Sanitary Pumping Station site at 63 Royal York Street.
Who: The City of Ottawa has retained the contractor, Doran Contractors Limited, to complete the work and Stantec to provide contract administration services.

Lennox Street Park - construction notice (October 2023)
This notice is to advise that construction in your neighbourhood will be starting October 10, 2023.
As part of the Richmond Pumping Station upgrades, we will be undertaking an alteration to the floodplain at the Lennox Street park. This also includes the addition of new trees.
The Richmond Pumping Station upgrade project is being conducted to increase the station’s pumping capacity, as well as to complete upgrades to the existing station. This sanitary pumping station is located at 63 Royal York Street at the intersection of Royal York Street and Cockburn Street South.
What: Floodplain alteration.
Why: Due to the site alteration of the floodplain within the Richmond Pumping Station site, an equivalent alteration will take place at the Lennox Street park.
When: Construction is expected to begin October 10 and be completed by November 2023.
Where: Lennox Street Park
Who: The City of Ottawa has retained the contractor, Doran, to complete the work.
Traffic management
The multi-use pathway at the end of Lennox Street will remain operational.

Construction notice (June 2023)
This notice is to advise that road construction in your neighbourhood will be starting July 4, 2023.
This project is being conducted to increase the station’s pumping capacity, as well as to complete upgrades to the existing station. This sanitary pumping station is located at 63 Royal York Street at the intersection of Royal York Street and Cockburn Street South.
What: A new watermain will be installed along Royal York Street. The project also includes upgrades within the pump station site and building; these are ongoing works.
Why: Upgrades to the Richmond Sanitary Pumping Station are required to increase the pumping capacity and support future development.
When: Construction is expected to begin July 4 and be completed by August 18.
Where: Royal York Street from King Street to Colonel Murray Street.
Who: The watermain works will be completed by Taggart Construction Ltd. The pumping station building works are being completed by Doran.
Traffic management
Royal York Street from King Street to Colonel Murray Street will be closed to traffic.
The sidewalk on the northwest side of Royal York Street will be maintained throughout the duration of construction. Barrels will be set up to delineate the sidewalk from the work zone and pedestrian signage will be erected at the ends of the work zone. Cyclists will have to walk their bikes on the sidewalk.
On-street parking
As the various construction activities are in progress on your street, on-street parking will be restricted. In the event that access to your driveway is restricted due to construction activities, a Temporary On-Street Parking Permit (orange form) will be distributed to permit on-street parking within two blocks of your residence.

Pre-construction survey (January 2023)
Beginning in February 2023, the City of Ottawa will commence construction at the Richmond Sanitary Pumping Station. In advance of construction, a survey of your property is encouraged.
Who: The contractor, Doran, has been retained to undertake the construction work. Oza Inspections Ltd. has been hired by Doran to conduct pre-construction inspections of the homes and properties within a 100-meter radius of the project site.
Why: Pre-construction surveys are completed to document existing conditions before construction commences.
What: Doran is assuming full responsibility for the construction work until the construction project is entirely completed. Doran is also required by the City to carry liability insurance before any work may proceed. You will be asked by representatives of Oza Inspections Ltd. for permission to survey your property before construction at the Pumping Station commences. It is to your benefit to allow the inspection to be conducted on your property, as it may assist with establishing the impact, if any, that construction has had at your property after work is complete. In addition, you may wish to complete your own survey of pre-construction conditions on your property. Your survey should include photographs.
When: Pre-construction survey requests will commence mid-January 2023. Letters will be delivered to residents.

Hydro Ottawa Electrical Service Upgrade (January 2023)
The Richmond Sanitary Pumping Station is scheduled to start construction beginning in early 2023. As part of this work, Hydro Ottawa will be upgrading the voltage distribution system to support the station’s increased pumping capacity. This work is essential and is being coordinated and managed by Hydro Ottawa, with the City of Ottawa staff monitoring and providing overall support. Local access will be maintained at all times.
What: Hydro Ottawa will construct a new six (6) pole line extension.
Why: This work is necessary to maintain the reliability of the electrical distribution system in the area and provide the required increased capacity to the pumping station.
When: This work is planned to begin in February 2023 and is expected to be completed by late spring 2023.
Where: The work will take place at the north side of Royal York Street from McBean Street to Cockburn Street South.
Who: Hydro Ottawa will upgrade the electrical service to the pumping station.
Traffic impacts
Traffic control and lane reduction may be implemented to ensure roads remain safe to residents.

When: Construction is expected to be begin winter 2022 (January-February 2023). The forcemain and watermain works are planned to commence spring-summer 2023.

Intermittent lane impacts will occur at the intersection of Cockburn Street and Royal York Street in front of the station to allow our contractor to deliver materials and equipment. Intermittent lane closures will occur on Royal York Street during active construction phases, however, local access to properties will be maintained throughout construction. The construction site will be fenced off for public safety.
