Project description

Phase 1 (of 2) of the City’s Tartan Pumping Station Reliability Improvements project is currently scheduled to begin construction in August 2020. This sanitary pumping station is located at 84 Tartan Drive at the west end of the Houlahan Park and was built in the 1980’s without an emergency overflow.

This project will meet the City Sewer Design Guidelines and provide basement sewer backup protection to the community by adding a new below-grade chamber, new bypass valves and piping to allow the pumping station to be bypassed for emergencies and maintenance purposes. In addition, an overflow connection will provide relief in the unlikely event that the pumping station cannot manage incoming flows. This project includes two phases.

Construction activities in phase 1 include a new access road to the Houlahan Park parking lot further west. The parking and access to the park will remain open to the public during construction. The Tartan pumping station site will be fenced and have its own access to enhance public safety around the site.

Tree removal is required to facilitate underground construction activities. During design, all practical measures were taken to minimise the need for tree removals and, to promote tree protection. The project will include the removal of four trees, already done in March and relocation of three additional trees. In compensation, 12 new trees will be planted along the new parking lot access road and areas disrupted by the construction staging area will be reinstated, including landscaping.

The City makes ever effort to minimize the impacts of construction on the community. Intermittent lane closures on Tartan Drive in front of the station are expected to allow our contractor to deliver materials and equipment. Typical heavy construction equipment will be used for this work. The deep shoring activities will be using a Secant Pile Wall Construction system. This approach is using a drilling rig to drill roughly 28, 1 metre holes, 12 meters deep to secure the excavation area for the bypass chamber. A higher level of noise and vibration is expected for the shoring activities. The construction work will be done during normal working hours.

This phase includes a major renovation of the facility to replace aging equipment, increase reliability, and install permanent odour control equipment.

Construction notice (February 2021)

This notice (a revision of the previous August 2020 notice) is to advise that construction in your neighborhood will be starting in February 2021. This work is being conducted to complete the rehabilitation of the Tartan Pumping Station Reliability Improvements – Phase 1.

What: The Tartan Pumping Station Reliability Improvements project will provide basement sewer backup protection to the community by adding a new below-grade chamber, new bypass valves and piping to allow the pumping station to be bypassed for emergencies and maintenance purposes. In addition, an overflow connection will provide relief in the unlikely event that the pumping station cannot manage incoming flows.

This project includes two (2) phases. Construction activities in phase 1 include the construction of a new access road to the Houlahan Park parking lot further west (completed fall 2020), bypass piping, new bypass maintenance chamber, and other features.

The project included the removal of four trees, completed in March 2020, and relocation of three additional trees. In compensation, 12 new trees will be planted along the new parking lot access road and areas adjacent to the pumping station disrupted by the construction staging area will be reinstated, including a new chain link fence and landscaping.

Why: Due to age and condition of the existing infrastructure and the lack of protection for basement sewer backup, the City will be proceeding with the completion of the work required to improve the reliability of this pumping station to meet the City Sewer Design Guidelines.

When: Construction started in August 2020 and has encountered some delays. The Contractor will be continuing their operations starting in mid-February 2021 and is expected to be completed by summer/fall 2021, with landscaping restorations occurring in fall 2021 or spring 2022.

Where: This sanitary pumping station is located at 84 Tartan Drive at the west end of Houlahan Park.

Who: The City of Ottawa has retained the Contractor, Thomas Fuller Construction Co. Ltd, to complete the work.

Traffic Management

Intermittent lane closures on Tartan Drive in front of the station are expected to allow our contractor to deliver materials and equipment. Local access to businesses and properties will be maintained throughout construction. Access to the Houlahan Park, including the parking lot, will be maintained during the construction and the construction site will be fenced off for public safety. Pedestrian and cycling access will also be maintained.

Pre-Construction Survey

As part of this contract, the Contractor has undertaken an inspection of buildings and infrastructure involved in or within 100 meters of the proposed work. This inspection documented in writing, with photographs and videos as appropriate, noting existing damage, surface finish conditions of structures and cracks. Our contractor is assuming full responsibility for the construction work until it is entirely complete, as well as any damages to private property resulting from these construction activities. In the event of such occurrences, all claims for damages should be immediately reported both verbally and in writing to the Contractor and to the City’s on-site Representative. This will ensure prompt notification of appropriate authorities to complete the claim investigations.

Construction Disruptions

The Contractor will take every precaution to minimize interruptions to the everyday life of your family and/or operation of your business, but as you can appreciate, there may be some inconvenience during the course of the construction work, such as delays and traffic detours, noise, dust and vibration. We would like to thank you for your patience and co-operation.

Noise and Vibration

During construction, an increased level of noise can be experienced. Nearby residents can expect a higher level of continuous noise and vibration for approximately 4 to 5 weeks in spring 2021 to complete shoring activities. The work includes drilling onsite to complete excavation for the bypass chamber. The construction work will be done during normal working hours. A secant wall system will be utilized during chamber excavation, this process will reduce noise and vibrations. For construction activity hours of work, the City of Ottawa follows provincial requirements and the City’s Noise By-law (2017-255).
