Project overview

The City of Ottawa is undertaking the preliminary and detailed design for the renewal of the infrastructure on Whitmore Avenue, Cline Crescent and Sherman Drive. The existing watermain, sanitary sewer and road infrastructure, constructed in the late 1950’s, has reached the end of its useful life and requires an upgrade to continue to provide the required level of service to your neighbourhood.

The proposed work consists of the renewal of sewers, watermains and roadways, including sidewalks as detailed below:

  • Removal and replacement of the sanitary sewer on Whitmore Avenue from Iris Street to the northern intersection with Cline Crescent – approximately 440 metres. All existing sanitary sewer laterals services will be replaced to the property limits.
  • Removal and replacement of the sanitary sewer on Cline Crescent from the southern intersection with Whitmore Avenue to Albany Drive – approximately 570 meters. All existing sanitary sewer laterals services will be replaced to the property limits.
  • Removal and replacement of the sanitary sewer on Sherman Drive from Cline Crescent to Navaho Drive – approximately 235 metres. All existing sanitary sewer laterals services will be replaced to the property limits.
  • Sewer easement between 1178/1184 Sherman Drive will be eliminated and a new storm sewer constructed on Sherman Drive – approximately 330 metres. The existing easement storm sewer pipes will be abandoned in place and all existing storm sewer laterals services will be replaced to the property limits.
  • Removal and replacement of the watermain on Whitmore Avenue from Iris Street to northern intersection with Cline Crescent – approximately 440 metres. All existing water service laterals services will be replaced to the property limits.
  • Removal and replacement of the watermain on Cline Crescent from the southern intersection with Whitmore Avenue to Albany Drive – approximately 600 metres. All existing water service laterals services will be replaced to the property limits.
  • Removal and replacement of the watermain on Sherman Drive from Cline Crescent to Navaho Drive – approximately 260 metres. All existing water service laterals services will be replaced to the property limits.
  • Hydrant spacing for this area will be upgraded as required to meet current fire protection standards.
  • Full road reconstruction, including sidewalks and curbs (where applicable), will be required on Whitmore Avenue, Cline Crescent and Sherman Drive.

Project timing

Preliminary and detailed design: spring 2025 – spring 2026
Construction start: spring 2027
Construction pause: winter 2027/2028
Construction completion: expected in summer 2028 

Budget

Project funds approved to date are $15.013 million.

Public involvement

A public information session is expected to be held in fall 2025 to present the preliminary design to the public. At this time, attendees will be able to review the design, ask questions and provide comment on the proposed works. An additional public information session is anticipated to be held in winter 2026 to present the final design to the public.
