Mandate
In 2019, the Municipal Act, 2001 was updated to include a new option for how municipalities can invest their funds not immediately required. This option is called the Prudent Investor Standard and gives the City of Ottawa access to a broader set of investment options.
In 2022, City Council enacted By-law 2022-317 to adopt the Prudent Investor regime and established the Ottawa Investment Board as described in the 2021 Investments, Endowment Fund, and other Treasury Activities report. Ottawa City Council has delegated its authority to control and manage the municipality’s investments to the Ottawa Investment Board.

How to attend and participate in meetings
Ottawa Investment Board meetings take place in person at Ottawa City Hall, unless otherwise stated on the agenda. Meetings are open to the public when they are in open session.
Meeting location details will be posted on the agenda, which can be found through the City’s agendas and minutes web portal.
To register as a public delegate or send comments about an item listed on an upcoming agenda, email or call the Ottawa Investment Board Coordinator.
Public delegates must include their name, telephone number, email address (if available) and confirm the agenda item they wish to speak to.
