Merivale Road (Baseline Road to Carling Avenue) Transit Priority Environmental Assessment Study

The City of Ottawa has initiated the Merivale Road (Carling Avenue to Baseline Road) Transit Priority Measures Study which has been identified in the City’s 2013 Transportation Master Plan (TMP) as a Transit Priority Corridor.

The TMP and the supporting documentation, describes the project as follows:

• Peak period bus lanes and transit signal priority between Carling Avenue and Baseline Road (achieved by reallocating existing traffic lanes).
• Transit signal priority and exclusive bus lanes will help to minimize delays for OC Transpo routes 14, 151 and 176 along this increasingly congested corridor.

The Transit Priority Measures Study will be carried out in accordance with the requirements for a Schedule ‘A+’ project under the Municipal Class Environmental Assessment (October 2000, as amended 2007, 2011 and 2015) document.

Project Objectives

• Establish the preferred type of transit priority measures
• Identify potential impacts to other travel modes
• Complete functional design for the transit priority measures

Existing Conditions

Merivale Road is classified as an arterial road and also a Main Street in the City of Ottawa Official Plan. Merivale Road between Carling Avenue and Baseline Road is approximately 2.4 km in length with major adjacent land uses being mixed residential and commercial. The road is also a Spine Route in the TMP cycling schedule.

You are invited to find out more about the Merivale Road (North) Community Design Plan (CDP) study. The outcomes of the CDP will affect how the northern end of Merivale Road will look and function in the future. The CDP study area affects land adjacent to Merivale Road between Caldwell Avenue and Carling Avenue.  The study generally includes creating guidelines for land use and urban design, review and possible changes to the current zoning of land on select properties (see notice below), consideration of a range of new economic development incentives and creation of a complete street design to improve walking, cycling and streetscape in the future.

At the session, city staff will have information available to answer your questions on the preliminary recommendations for the Community Design Plan. If you are unable to attend the session, you may review the information on the city’s website and provide your comments online.

On March 22, approximately 130 people participated in an information session and viewed numerous display boards describing the project.  Participants were asked to give their comments on a range of preliminary ideas for the Community Design Plan including areas proposed to be rezoned, economic development initiatives and four demonstration plan options for complete street design:

Demonstration plan 1 – 22.6 m Right of Way

• Two lanes with parking both sides

Demonstration plan 2 – 24.2m Right of Way

• Two lanes with two transit priority lanes/off-peak parking

Demonstration plan 3 – 20.1m Right of Way

• Two lanes with parking one side

Demonstration plan 4 – 23.35m Right of Way

• Two lanes with parking one side and middle turning lane
