Orléans Community Improvement Plan

A program that encourages the creation of new knowledge-based jobs in Orléans to make the area a complete community where residents can live, work and play.

Orléans Community Improvement Plan (CIP) - Overview

The principal goal of the Orléans Community Improvement Plan (CIP) is to attract major knowledge-based employers (e.g., clean technologies, photonics and life sciences) to the area and to encourage the creation of new high quality jobs. In so doing, the Orléans CIP would result in significant improvements to the job-to-household ratio in Orléans.  Additionally, the CIP aims to attract new employment-related private sector investment for lands and/or buildings that are underutilized, idled, or in need of repair or renovation.

The plan provides financial incentives for property owners that would encourage investment in the redevelopment of properties that currently, or in the past have been developed.  Eligible projects must target a minimum of 15 net new knowledge-based jobs within 10 years of project completion and result in a minimum of 15 immediate net new jobs at time of project completion.

For eligible projects, the Orléans CIP offers “Tax Incentive Equivalent Grants (TIEG).”  These grants are based on the increase in the property’s contribution to municipal property taxes resulting from the value created through re-development. After the taxes have been paid each year, and all other accounts with the City are in good standing, the City then reimburses 75% of the increment in the municipal property tax each year for a period of 10 years.  The plan does not apply to greenfield development.

Eligibility checklist


The information set forth in this checklist is provided solely as general guidance about the eligibility requirements of the Orléans Community Improvement Plan (“Orléans CIP”). It is not intended to constitute or replace the relevant By-laws and program documents. No information contained in this checklist, or any oral or written communication should be relied upon as a representation or warranty as to any matter related to the Orléans CIP and no liability shall attach to any person or entity as a result of such information. This checklist is indicative only. Complete information is contained in By-laws No. 2013-292 and 2013-293 and associated program documents.

  • The property is located in the Orléans Community Improvement Plan Project Area as described in By-law 2013-292
  • The project is a redevelopment or replacement of an existing building and is not a Greenfield development.
  • The proposed work includes one or more of the following:
    • An addition of building space to an existing building;
    • construction of a new building, where a previous building has been Located;
    • Interior fit-up;
    • Significant alterations to an existing building resulting in improved marketability of the rental premises and a corresponding increase in assessed value
    • Exterior façade improvement facing a public road right-of-way; and
    • Site works including landscaping and signage.
  • The improvements made to buildings and/or land will be made pursuant to a building permit where required, and/or other required permits, and be constructed in accordance with the Ontario Building Code where applicable
  • The proposed work to be undertaken on the property and/or buildings is expected to result in a minimum increase of $250,000 in the assessed value of the property
  • It can be demonstrated that the project would not otherwise have proceeded in the absence of the incentive.
  • The project will meet a minimum threshold of 15 net-new knowledge-based jobs and will maintain this threshold throughout the grant agreement period. For purposes of this requirement, “eligible jobs” is defined as full-time paid positions of regular employment that are physically located within the subject property and are positions only in knowledge-based sectors such as Life Sciences, Clean Technologies, Film/TV, Defence/Aerospace etc. These jobs must be as a result of new companies or expansion and not relocations from other areas in the City.
  • The property owner has not and will not in future apply under the St. Joseph Boulevard Community Improvement Plan for a grant in respect to this project.
  • The property is in a location with significant development potential, specifically those designated as Town Centres, Mixed-Use Centres, Employment Areas, Enterprise Areas, and Main Streets. These areas include locations that are centred on the rapid-transit network, major roads, busy commercial streets
  • The property is an area that is already serviced or may be serviced with major roads, transit and piped sewer and water services.
  • The owner’s financial account with the City is in good standing (including taxes, water, fines and all other accounts due).
