Front Ending Agreements are requested by developers when they wish to advance the building of specific growth-related capital works. The specific works can vary, from intersection controls through to arterial roads and critical sub-surface infrastructure. Works must be included in the City’s Development Charge Background Study and are subject to review for eligibility. Through the agreement, developers agree to finance the design and delivery of the capital works and recover their costs from the City at a later date according to the Council approved budget spending forecast.

The fee for a Front Ending Application (effective January 1, 2024) is $34,710.24 (includes $17,648.00 Legal Fee + HST) plus an initial engineering design review and inspection fee of:
- $1,000 (includes HST) where the value of Hard and Soft Servicing is less than $50,000; or
- $5,000 (includes HST) where the value of Hard and Soft Servicing is more than $50,000 but less than or equal to $300,000; or
- $10,000 (includes HST) where the value of Hard and Soft Servicing is greater than $300,000.
Applications may also be subject to an on-site signage fee. The fee is approximately $1,265.60 and will be invoiced directly by the signage company to the applicant. The cost is deemed as development charges eligible and can be included as part of the recovery package.

A formal application form is required to initiate a Front-Ending Agreement. Applications can be submitted to planningcirculations@ottawa.ca accompanied by required plans, studies and any other information that may be needed to assess your application.

Upon application submission, staff will provide confirmation of the amount due, the specific payment methods available for the application type, and the necessary details for the different payment methods.
Application commissioning, fees and payments
Client Service Centres will continue to offer commissioning services for applications and handle payments for new applications. Please ensure the payer’s name and address are indicated on the cheque.
