Project description
The City of Ottawa identified a requirement to rehabilitate the existing storm sewer trunk on Valley Drive from Saunderson Road to the St. Laurent Boulevard and Walkley Road intersection. The project will also include replacing the sanitary sewer from Pleasant Park Road to approximately 190 metres south of the St. Laurent Boulevard and Walkley Road intersection. The watermain will also be replaced from Saunderson Road to the Foley Drive and St. Laurent Boulevard intersection. Full road reconstruction will be undertaken with new sidewalk to be added on Foley Avenue and Valley Drive.
The project is being completed in two phases.
Phase 1 was from the intersection of St. Laurent Boulevard and Walkley Road to the intersection of Foley Avenue and Valley Drive.
Phase 2 is from the intersection of Valley Drive and Foley Avenue, to Saunderson Drive at the west entrance of Weston Park.
Project timing
Phase 1 is now complete.
Phase 2 construction started in spring of 2022 and completion is planned for summer 2024:
- 2022 – Construction of underground works was completed along Valley Drive from Foley Avenue to Drew Avenue.
- 2023 – Surface works and final reinstatement from Foley Avenue to Drew Avenue will be completed in summer 2023. Construction of underground works will continue along Valley Drive, across Pleasant Park Road, through Weston Park, and to Saunderson Drive in 2023.
- 2024 – All remaining surface works and final reinstatement are planned for completion in summer 2024
Budget
Phase 1 project budget: $14 million
Phase 2 project budget: $20 million
Public engagement
Three open houses have been completed to date. Attendees were able to review the design, ask questions and provide comments on the proposed works. Links to open house display boards, and notices distributed to residents can be found on this webpage.

The City of Ottawa invites you to review and provide comments on the Valley Drive Storm Sewer Trunk Rehabilitation – Phase 2 Project between March 31 and April 14, 2021. Information can be submitted by email or by phone to the contact below.

What: The proposed work will renew infrastructure in your neighbourhood and will involve the construction of new watermains and sewers (including service line replacement to the property line), full road reconstruction, a new sidewalk on the east side of Valley Drive, intersection improvements at Pleasant Park Road, and traffic calming measures.
Why: This is Phase 2 of the Valley Drive Storm Sewer Trunk Rehabilitation project. The work is required to upgrade infrastructure that has reached the end of its service life. Construction for Phase 1 of the project, which included St. Laurent Boulevard from Walkley Road to Foley Avenue, and Foley Avenue, was completed in the fall of 2020.
Where: The Phase 2 project limits are:
- Weston Park from Saunderson Drive to Pleasant Park Road
- Valley Drive from Pleasant Park Road to Foley Avenue
When: The current project schedule is as follows:
- Design completion: Spring 2021
- Construction start: Summer 2021
- Substantial completion: Fall 2023
- Final completion: Spring 2024
Who: Design consulting firm, AECOM, has been retained by the City to develop a design for Phase 2 of the Valley Drive Storm Sewer Trunk Rehabilitation.
