Project description
The City of Ottawa identified a requirement to rehabilitate the existing storm sewer trunk on Valley Drive from Saunderson Road to the St. Laurent Boulevard and Walkley Road intersection. The project will also include replacing the sanitary sewer from Pleasant Park Road to approximately 190 metres south of the St. Laurent Boulevard and Walkley Road intersection. The watermain will also be replaced from Saunderson Road to the Foley Drive and St. Laurent Boulevard intersection. Full road reconstruction will be undertaken with new sidewalk to be added on Foley Avenue and Valley Drive.
The project is being completed in two phases.
Phase 1 was from the intersection of St. Laurent Boulevard and Walkley Road to the intersection of Foley Avenue and Valley Drive.
Phase 2 is from the intersection of Valley Drive and Foley Avenue, to Saunderson Drive at the west entrance of Weston Park.
Project timing
Phase 1 is now complete.
Phase 2 construction started in spring of 2022 and completion is planned for summer 2024:
- 2022 – Construction of underground works was completed along Valley Drive from Foley Avenue to Drew Avenue.
- 2023 – Surface works and final reinstatement from Foley Avenue to Drew Avenue will be completed in summer 2023. Construction of underground works will continue along Valley Drive, across Pleasant Park Road, through Weston Park, and to Saunderson Drive in 2023.
- 2024 – All remaining surface works and final reinstatement are planned for completion in summer 2024

Phase 1 project budget: $14 million
Phase 2 project budget: $20 million
Public engagement
Three open houses have been completed to date. Attendees were able to review the design, ask questions and provide comments on the proposed works. Links to open house display boards, and notices distributed to residents can be found on this webpage.

Construction completion notice (April 2024)
This notice is to provide you with an update on the Valley Drive Storm Sewer Trunk Rehabilitation Phase II construction, which started in spring 2022.
The Valley Drive Storm Sewer Trunk is one of the main infrastructure spines for stormwater drainage services for the Elmvale-Eastway-Riverview neighbourhoods in the Alta-Vista Ward. The sewer was originally built in the mid 1950’s and early 1960’s and was in need of replacement due to its condition and to mitigate flooding concerns experienced in the area. The project also included sanitary sewer and watermain replacement, as well as full road reconstruction and sidewalk construction.
What: The construction work involved the replacement of the Valley Drive Storm Sewer Trunk, local sanitary sewers, and the local watermain. The project also included full road reconstruction, as well as the addition of new pedestrian facilities.
The project has been ‘Substantially Performed,’ meaning the majority of the new infrastructure is now in service. The project is now in the ‘Completion’ phase, during which, all landscaping, final reinstatement, and outstanding deficiency work will be completed.
Why: The project construction was necessary as a first step in mitigating local storm drainage issues and to rehabilitate aging infrastructure in the neighbourhood.
When: The contractor is recommencing construction in April to complete final landscaping, reinstatement, and deficiency work. The work is expected to be complete in summer 2024.
The City of Ottawa Noise By-law (2017-255) allows construction activity to occur weekdays between 7 am and 10 pm. On Saturdays, work is permitted between 7 am and 10 pm while Sunday and statutory holiday work is allowed between 9 am and 10 pm. The hours of work for this project will typically be Monday to Friday from 7 am to 6 pm.
Where: The project limits are:
- Valley Drive from Foley Avenue to Pleasant Park Road
- Weston Park from the Pleasant Park Road access to the Saunderson Drive access
- Saunderson Drive at the Weston Park access
Who: The City of Ottawa retained the Contractor, Thomas Cavanagh Construction Limited, to complete the work. Contract Administration will be under the responsibility of Egis.
Traffic
During the construction completion work, traffic may be occasionally flagged down to one-lane as required. Pedestrian and cyclist access will be maintained.
On-street parking
As construction completion work is in progress on your street, on-street parking may be restricted. In the event that access to your driveway will be impacted, you will receive 24-hours’ notice and provided with a Temporary On-Street Parking Permit (orange form) to permit on-street parking within two blocks of your residence. Residents with electric vehicles will need to find alternative charging arrangements when access is restricted. The use of extension cords within the public right of way is not permitted.

What: The proposed work will renew infrastructure in your neighbourhood and will involve the construction of new watermains and sewers (including service line replacement to the property line), full road reconstruction, a new sidewalk on the east side of Valley Drive, intersection improvements at Pleasant Park Road, and traffic calming measures.
Why: This is Phase 2 of the Valley Drive Storm Sewer Trunk Rehabilitation project. The work is required to upgrade infrastructure that has reached the end of its service life. Construction for Phase 1 of the project, which included St. Laurent Boulevard from Walkley Road to Foley Avenue, and Foley Avenue, was completed in the fall of 2020.
Where: The Phase 2 project limits are:
- Weston Park from Saunderson Drive to Pleasant Park Road
- Valley Drive from Pleasant Park Road to Foley Avenue
When: The current project schedule is as follows:
- Design completion: Spring 2021
- Construction start: Summer 2021
- Substantial completion: Fall 2023
- Final completion: Spring 2024
Who: Design consulting firm, AECOM, has been retained by the City to develop a design for Phase 2 of the Valley Drive Storm Sewer Trunk Rehabilitation.
