Bus detour (June 19 to mid-September 2023)

The City of Ottawa is currently undertaking construction work on Valley Drive. The Valley Drive Storm Sewer Trunk is being replaced due its condition and to help mitigate flooding concerns in the Elmvale-Eastway-Riverview neighbourhoods. The sanitary sewers and watermains are also being replaced, and full road reconstruction and sidewalk construction are being completed as well.

To facilitate construction, Pleasant Park will be closed at the intersection of Valley Drive. To maintain bus services in your community, OC Transpo route 49 will be detoured onto your street.

What: Bus route 49 will be detoured via Saunderson Drive, Halifax Drive, Walkley Road and St- Laurent Boulevard.

Why: The construction on Valley Drive requires the closure of the Pleasant Park intersection.

When: The detour is expected from 7 am Monday, June 19, until mid-September 2023.

Where: Detour routing: Route 49 via Saunderson Drive, Halifax Drive, Walkley Road and St-Laurent Boulevard.

Construction recommencement (April 2023)

This notice is to provide you with an update on the Valley Drive Storm Sewer Trunk Rehabilitation Phase II construction, which started in spring 2022. 

The Valley Drive Storm Sewer Trunk is one of the main infrastructure spines for stormwater drainage services for the Elmvale-Eastway-Riverview neighbourhoods in the Alta-Vista Ward. The sewer was built in the mid 1950’s and early 1960’s and is in need of replacement due to its condition and to address flooding concerns experienced in the area. Sanitary sewers and watermains are also being replaced, as well as full road reconstruction and sidewalk construction.

What: The construction work involves the replacement of the Valley Drive Storm Sewer Trunk, local sanitary sewers, and the local watermain. The project also includes full road reconstruction, as well as the addition of new pedestrian facilities. Municipal services to houses are also being replaced from the mainline up to the private property line.

The work remaining from Foley Avenue to Drew Avenue includes new concrete curb, sidewalk, traffic calming measures (curb extensions, speed bumps, and raised crosswalks), permanent streetlighting, permanent driveway and landscaping reinstatement, and final surface course of asphalt.

The remaining segment of water and sewer works is from Drew Avenue, northward through Weston Park, and to Saunderson Drive. Residents along this segment will be put on a temporary overland water system while the undergound watermain is being replaced. 

Construction in Weston Park will be isolated to the southwest quadrant of the park. Pedestrian access to the park will alternate between the Pleasant Park entrance and the Saunderson entrance as the sewer work progresses. The bocce court will be removed and reinstated after the sewer replacement.

Why: The construction is necessary as a first step in addressing local storm drainage issues and to rehabilitate aging infrastructure in the neighbourhood.

When: The Contractor is expected to recommence construction in April. The work between Foley Avenue and Drew Avenue is expected to be complete by the end of summer. The work from Drew Avenue to Saunderson Drive is expected to be complete by the end of fall. Timing of tree plantings throughout the project limit may be adjusted to fall 2023 or spring 2024 when optimal tree planting conditions are expected.

The City of Ottawa Noise By-law (2017-255) allows construction activity to occur weekdays between 7 am and 10 pm. On Saturdays, work is permitted between 7 am and 10 pm while Sunday and statutory holiday work is allowed between 9 am and 10 pm. The hours of work for this project will typically be Monday to Friday from 7 am to 6 pm. However, due to traffic restrictions on Pleasant Park and sewer flow management requirements, some work may be required to occur on weekends or overnight. Please consult ottawa.ca/valleydrive.

  • Valley Drive from Foley Avenue to Pleasant Park Road
  • Weston Park from the Pleasant Park Road access to the Saunderson Drive access
  • Saunderson Drive at the Weston Park access

Who: The City of Ottawa has retained the Contractor, Thomas Cavanagh Construction Limited, to complete the work. Contract Administration will be under the responsibility of McIntosh Perry Consulting Engineers.

If you own a subsurface lawn irrigation system, please notify the City’s Project Manager identified below. We encourage residents to contact the undersigned to identify and confirm that private irrigations systems have been disconnected or relocated. Damage may occur, should you choose not to relocate prior to our arrival. 

Traffic

During construction along Valley Drive, access will be restricted to local traffic only. Pedestrian and cyclist access will be maintained. 

When the work progresses across the Pleasant Park Road intersection, the intersection will be closed for 12 weeks in the summer. A temporary detour for transit and vehicular traffic will be put in place.

On-street parking

As the various road reconstruction activities are in progress on your street, on-street parking will be restricted. In the event that access to your driveway is restricted due to construction activities, a Temporary On-Street Parking Permit (orange form) will be distributed to permit on-street parking within two blocks of your residence.

Impact on the right of way and adjacent private properties

Construction activities will occur within the City’s right of way but may result in some disruption to adjacent properties; driveways, walkways, lawns and/or gardens may be disturbed. In preparation for construction, the City recommends you remove any assets (i.e. temporary signage, parked vehicles, lawn furniture, special plantings, etc.) from the right of way. The City will reinstate disturbed areas at the end of construction.

You may feel vibrations at your home, due to the use of the heavy equipment needed to complete the work. The vibrations are not expected to be of a level that would impact private properties. As a precaution however, the Contractor will hire a specialist to conduct pre-construction surveys to assure property owners that any damage to private property will be recorded and addressed.

Private water services

One element of the reconstruction project is the replacement of the watermain under the road. This work will include replacement of the small water pipe that supplies water to your property, known as the water service. The water service extends from the watermain to your building. Part of the water service is located within the City’s property and part of the water service is located on your private property. This reconstruction project will replace only the City-owned portion of the water service between the watermain and your front property line. This will be done at no cost to you. The private section of the water service (on your property) between the front property line and your building is known as the private water service. The private water service will not be replaced as part of the City project.

If your house/building was built prior to 1958, there is a possibility that your private water service may have been constructed using lead pipe (modern pipes are copper or HDPE). There is information available on the City’s website regarding lead in drinking water and how to determine if you have lead plumbing pipes.

If you decide to replace your private water service because of existing lead pipe or simply as preventive maintenance due to the pipe’s age, you as the property owner are responsible for the replacement as you own the pipe located on your property. You may choose to hire your own contractor to replace the water pipes on your private property. The only constraint is that you may not carry out your work while the City is working on the street. Concurrent work on your adjacent property may create a safety hazard for the City’s contractor and/or for your contractor. Once the City’s work is complete, you may replace your private water service at any time thereafter.

Temporary water services

During the watermain reconstruction, your property may be placed on a temporary water service. While your property is on this temporary water service, your water usage will be estimated since the temporary service is not metered. Your water bill will be based on your past average water usage. Upcoming tree removals (March 2023)

This notice is to provide you with an update on the Valley Drive Storm Sewer Trunk Rehabilitation Phase II construction, and more specifically, the upcoming tree removals.

The Valley Drive Storm Sewer Trunk is one of the main infrastructure spines for stormwater drainage services for the Elmvale-Eastway-Riverview neighbourhoods in the Alta-Vista Ward. The sewer was built in the mid 1950’s and early 1960’s and is in need of replacement due to age, condition and to address flooding concerns experienced in the area. Sanitary sewers and watermains are also being replaced, as well as full road reconstruction and sidewalk construction.

What: The Contractor will be completing tree removals for the last portion of underground work remaining, from Drew Avenue to Pleasant Park Road, through Weston Park, and to Saunderson Drive. 

Why: The construction is necessary as a first step in addressing local storm drainage issues and to rehabilitate aging infrastructure in the neighbourhood. It would be ideal if the City never had to remove any trees when renewing the critical infrastructure we have underground, but it is sometimes required. Any time there is a conflict between a tree and the infrastructure renewal, we try to first find an alternative that would save the tree. We only proceed with tree removal as a last resort. We work with Forestry to ensure compliance with the Tree Protection By-law (2020-340), and that our landscape reinstatement plans include new trees that will eventually grow to replace those that had to be removed. On this project, we are renewing a trunk sewer which is bigger and deeper than typical sewers, so there are more tree impacts than usually encountered.

When: The Contractor is expected to commence tree removals at the end of March. Construction post winter-shutdown will resume in April, with another notice to be distributed in advance.

Where: Trees within the project limits to be removed have been spraypainted with an ‘X’. The project limits are:

  • Valley Drive from Foley Avenue to Pleasant Park Road
  • Weston Park from the Pleasant Park Road access to the Saunderson Drive access
  • Saunderson Drive at the Weston Park access

Who: The City of Ottawa has retained the Contractor, Thomas Cavanagh Construction Limited, to complete the work. Contract Administration will be under the responsibility of McIntosh Perry Consulting Engineers.

Construction update (December 2022)

This notice is to provide you with an update on the Valley Drive Storm Sewer Trunk Rehabilitation Phase II construction, which started in spring 2022. 

The Valley Drive Storm Sewer Trunk is one of the main infrastructure spines for stormwater drainage services for the Elmvale-Eastway-Riverview neighbourhoods in the Alta-Vista Ward. The sewer was built in the mid 1950’s and early 1960’s and is in need of replacement due to its condition and to address flooding concerns experienced in the area. Sanitary sewers and watermains are also being replaced, as well as full road reconstruction and sidewalk construction.

What: The Contractor has mobilized multiple crews to progress the construction work to a state where the road can be reopened by Friday, December 23, and construction can be shut down for the winter period.

Prior to winter shutdown, all the underground work will be done, residents’ water services will be transferred to the new watermain, and the temporary overland water system will be removed. The roadway will be paved with no concrete curbs. Driveways will be temporarily paved so they can be maintained for the winter. Temporary streetlighting will be installed. Outstanding work to be completed in summer 2023 includes all concrete curb, sidewalk, traffic calming measures (curb extensions, speed bumps, and raised crosswalks), permanent streetlighting, landscaping reinstatement, and final surface course of asphalt.

The last segment of construction from Drew Avenue, through Weston Park, and to Saunderson Drive will start around April/May 2023. Notice of construction recommencement will be sent out around two weeks in advance. The underground work will be completed in fall 2023, with final surface reinstatement in summer 2024.

Why: Construction is necessary as a first step in addressing local storm drainage issues and to rehabilitate aging infrastructure in the neighborhood.

When: Construction is expected to continue until approximately December 23, 2022, after which, construction will shut down for the winter. Construction is anticipated to resume in April/May 2023.

Where: The project limits are Valley Drive from Foley Avenue to Pleasant Park Road, through Weston Park, and to Saunderson Drive.

Weekend construction (September 2022)

This notice is to provide you with an update on the Valley Drive Storm Sewer Trunk Rehabilitation Phase II construction, which started in spring 2022. 

The Valley Drive Storm Sewer Trunk is one of the main infrastructure spines for stormwater drainage services for the Elmvale-Eastway-Riverview neighbourhoods in the Alta-Vista Ward. The sewer was built in the mid 1950’s and early 1960’s and is in need of replacement due to its condition and to address flooding concerns experienced in the area. Sanitary sewers and watermains are also being replaced, as well as full road reconstruction and sidewalk construction.

What: The Contractor is planning to work Saturdays this fall 2022, commencing Saturday, September 24.

The Contractor has installed the new storm sewer trunk on the west side of Valley Drive from Foley Avenue to about Drew Avenue. Replacement of the sanitary sewer along the center of Valley Drive has commenced from Foley Avenue and will proceed northward to Drew Avenue. The sewer main replacements at the intersecting side streets (Goren Avenue, Dunelm Street, Gill Avenue, Edmond Avenue, and Drew Avenue) will soon follow. Subsequently, the old storm sewer trunk on the east side of Valley Drive can be removed. In its place, the new watermain will be installed. While the old storm is being removed and the new watermain is being installed, traffic and pedestrians will be moved over to the west side of the road. Once the new mains are installed, all the storm, sanitary, and water services will be replaced from the mains to the property lines. Once the services are replaced, the new watermain will be commissioned and residents will be transferred off from the temporary overland watermain and on to the new watermain. At that point, new road base, streetlighting, and catch basins, will be installed.

The sidewalk construction will be deferred to next year. Prior to winter shutdown, driveways and roadways will be reinstated with asphalt to ensure they can be plowed through the winter.

Why: Construction is necessary as a first step in addressing local storm drainage issues and to rehabilitate aging infrastructure in the neighborhood. The Contractor is expending extra effort to work on Saturdays, as there is a significant amount of work remaining prior to winter shutdown.

When: The Contractor commenced construction in spring 2022. Construction is expected to continue until the Christmas holiday season, when it will shutdown for winter break. In addition to working weekdays, the Contractor is planning to start working Saturdays this fall 2022, commencing Saturday, September 24. After winter shutdown, construction will start back up in spring 2023.

Where: The project limits for 2022 are Valley Drive from Foley Avenue to Drew Avenue.

Who: The City of Ottawa has retained the Contractor, Thomas Cavanagh Construction Limited, to complete the work. Contract Administration is under the responsibility of McIntosh Perry Consulting Engineers.

Temporary water services

If your property has been placed on a temporary water service during construction this year, you will receive an additional notice titled ‘Frozen Temporary Water Service Warning: Advisory to Run Water’ This additional notice provides precautionary measures to those on a temporary overland water main and for when the outside temperature is forecast to fall below zero (0) degree Celsius.

What: The proposed construction work will involve the replacement of the Valley Drive Storm Sewer Trunk, local sanitary sewers, and the local watermain. The project will include full road reconstruction, as well as the addition of new pedestrian facilities. Municipal services to houses will be replaced from the mainline up to the private property line.

Why: The construction is necessary as a first step in addressing local storm drainage issues and to rehabilitate aging infrastructure in the neighbourhood.

When: The Contractor is expected to commence construction spring 2022. The underground infrastructure installations, as well as the base course asphalt reinstatement between Foley Avenue and Drew Avenue is currently scheduled to be completed by end of 2022, with final landscaping and asphalt reinstatement within these limits to be completed in summer 2023.

In 2023, the underground infrastructure installations for the remainder of the project will be completed (crossing Pleasant Park Road, through Weston Park, and on Saunderson Drive). Final landscaping and asphalt will proceed in spring 2024.

This notice is to provide you with an update on the Valley Drive Storm Sewer Trunk Rehabilitation project.

Phase I, from the intersection of St. Laurent Boulevard and Walkley Road to the intersection of Foley Avenue and Valley Drive, was completed in 2020.

Phase II, from the intersection of Valley Drive and Foley Avenue, to Saunderson Drive at the west entrance of Weston Park, was expected to start in August 2021, however, construction has been deferred to 2022 and is expected to start in the spring.

The City has a proactive communication approach and is committed to providing updates as the project progresses and prior to the start of construction.

What: The Valley Drive Storm Sewer Trunk is one of the main infrastructure spines for stormwater drainage services for the Elmvale-Eastway-Riverview neighbourhood in the Alta-Vista Ward. The Valley Drive storm trunk sewer was built in the mid 1950’s and early 1960’s and is identified for replacement given it age and to address flooding concerns in the area. Why: This project was scheduled to continue into the colder fall months, the project timeline was reviewed to evaluate and minimize any potential risks and impacts. Based on all the information available, including prioritizing quality as well as longer lead time on materials required, a decision has been made to defer the project to 2022.

When: Phase II of the project is expected to start in the spring 2022.

Where: Phase II of the project from Valley Drive from Foley Avenue to Drew Avenue is expected to start construction in the spring and scheduled to be completed by the end of the 2022. More information will be communicated in advance of construction.

Traffic

During construction along Valley Drive, access will be restricted to local traffic only. Pedestrian and cyclist access to be maintained.

When the work progresses across the Pleasant Park Road intersection in 2023, the intersection will be closed for up to 12 weeks. A temporary detour for transit and vehicular traffic will be put in place. Detour information will be provided in advance of the closure.

On-Street Parking

As the various road reconstruction activities are in progress on your street, on-street parking will be restricted. In the event that access to your driveway is restricted due to construction activities, a Temporary On-Street Parking Permit (orange form) will be distributed to permit on-street parking within two blocks of your residence.

Impact on the Right of Way and Adjacent Private Properties

Construction activities will occur within the City’s right of way but may result in some disruption to adjacent properties; driveways, walkways, lawns and/or gardens may be disturbed. In preparation for construction, the City recommends you remove any assets (i.e. temporary signage, parked vehicles, lawn furniture, special plantings, etc.) from the right of way. The City will reinstate disturbed areas at the end of construction.

You may feel vibrations at your home, due to the use of the heavy equipment needed to complete the work. The vibrations are not expected to be of a level that would impact private properties. As a precaution however, the Contractor will hire a specialist to conduct pre-construction surveys to assure property owners that any damage to private property will be recorded and addressed.

Private Water Services

One element of the reconstruction project is the replacement of the watermain under the road. This work will include replacement of the small water pipe that supplies water to your property, known as the water service. The water service extends from the watermain to your building. Part of the water service is located within the City’s property and part of the water service is located on your private property. This reconstruction project will replace only the City-owned portion of the water service between the watermain and your front property line. This will be done at no cost to you. The private section of the water service (on your property) between the front property line and your building is known as the private water service. The private water service will not be replaced as part of the City project.

If your house/building was built prior to 1958, there is a possibility that your private water service may have been constructed using lead pipe (modern pipes are copper or HDPE). There is information available on the City’s website at Ottawa.ca regarding lead in drinking water and how to determine if you have lead plumbing pipes. https://ottawa.ca/en/residents/water-and-environment/drinking-water/dri….

If you decide to replace your private water service because of existing lead pipe or simply as preventive maintenance due to the pipe’s age, you as the property owner are responsible for the replacement as you own the pipe located on your property. You may choose to hire your own contractor to replace the water pipes on your private property. The only constraint is that you may not carry out your work while the City is working on the street. Concurrent work on your adjacent property may create a safety hazard for the City’s contractor and/or for your contractor. Once the City’s work is complete, you may replace your private water service at any time thereafter.

Temporary Water Services

During the watermain reconstruction, your property will be placed on a temporary water service. While your property will be on this temporary water service, your water usage will be estimated since the temporary service is not metered. As part of the ongoing construction work to replace the Valley Drive Storm Sewer Trunk, the closure along Foley Avenue will need to be temporarily extended further into the three-way intersection of Foley Avenue, Valley Drive, and Dakota Avenue. Consequently, access between Valley Drive and Dakota Ave will be prohibited from August 8 to August 20, 2019.

Who: The City of Ottawa has retained Ottawa Greenbelt to complete the construction work described.

Night work notice (June 2019)

As you are aware, construction is underway for the replacement of the Valley Drive storm sewer trunk to address flooding concerns in the area. This update is to inform you of upcoming night work in the intersection of St. Laurent Boulevard and Walkley Road from Wednesday, June 12 until Sunday, June 16.

Who: The Contractor, Ottawa Greenbelt Construction, is performing the construction work for the City of Ottawa.

Why: The project is being completed to address flooding concerns in the area. Night work in the St. Laurent Boulevard/Walkley Road intersection will be required to shorten the duration of traffic impacts.

What: During the next phase of the work, construction staging will be setup in the intersection of St. Laurent Boulevard and Walkley Road. To shorten the duration of traffic impacts, work will proceed around the clock and through the night for a portion of this stage.

Construction update (May 2019)

The City of Ottawa is undertaking construction work in the intersection of Walkley Road and St. Laurent Boulevard. This work is being done to renew the underground infrastructure along St. Laurent Boulevard and Foley Avenue to address drainage issues in the area.

To facilitate construction, a temporary detour of OC Transpo buses will be necessary to maintain bus services in your community. Consequently, buses will be detoured onto Joliffe Street and Melfort Street from June 9 to July 3, 2019.

Who: The City of Ottawa has retained Ottawa Greenbelt to complete the construction work described.

Why: The temporary OC Transpo bus detours will be necessary while construction activities block northbound/southbound traffic movements through the Walkley Road/St. Laurent Boulevard intersection.

What: Bus route 40 in both directions (to St. Laurent and to Greenboro), as well as route 48 (direction to Elmvale only) will be detoured via Joliffe Street and Melfort Street.

When: The detours are expected from Sunday, June 9, until Wednesday, July 3.
