Project description
The City of Ottawa is undertaking the design and construction of new infrastructure in the area of Delmar Drive and Playfair Drive. The project scope consists of:
- Approximately 400 metres of concrete sidewalk along the east side of Delmar Drive from the existing sidewalk northeast of Beattie Avenue to Kilborn Avenue.
- Approximately 330 metres of concrete sidewalk along the north side of Playfair Drive from the existing sidewalk fronting Playfair Park to Delmar Drive.
- Renewal of storm and sanitary sewers on Delmar Drive between the intersections of Playfair Drive and Beattie Avenue, along with additional drainage improvements in the vicinity of the intersection of Delmar Drive and Playfair Drive.
- Three new speed humps on Playfair Drive between Dunkirk Crescent (east) and Delmar Drive.
The new sidewalks will be within City right of way and their approximate layouts are demonstrated below.
Additionally, the approximate locations of the new speed humps on Playfair Drive are demonstrated in the figure below. Please note that there has been prior public consultation from the City's Neighborhood Traffic Calming program regarding the speed humps.

Approved project funds to date are $2.2 million.
Public engagement
A public information session was held virtually over Zoom on Monday, April 15, 2024 from 6:30 to 7:30 pm, to present the design drawings to the public. During the session, attendees were able to review the design, ask questions and provide comment on the proposed works.

Road closure notice (October 2024)
The City of Ottawa has commenced construction of the Delmar Drive and Playfair Drive project.
To accommodate the sewer construction as part of this project, a road closure will be required with local access maintained.
What: A road closure in the area of the Delmar Drive and Playfair Drive intersection.
Why: The contractor has identified the requirement of a road closure during the renewal of storm and sanitary sewers on Delmar Drive in the vicinity of the Playfair Drive intersection, as there isn’t sufficient area to perform the work while safely maintaining through traffic.
When: The closure is expected to begin the week of October 21, with a duration of up to 3 weeks.
Where: The closure will be located in the area of the Delmar Drive and Playfair Drive intersection.
Who: The City of Ottawa has retained the contractor, Green Infrastructure Partners (GIP), to complete the work.
Traffic impacts
During the closure in the area of the Delmar Drive and Playfair Drive intersection, the below roadway segments will be accessible for local access for those living or working in proximity to the closure:
- Delmar Drive, between Dorset Drive and Playfair Drive (including access to Devlin Crescent)
- Delmar Drive, between Beattie Avenue and Playfair Drive
- Playfair Drive, between Beattie Avenue and Delmar Drive
All other roadways will remain accessible and signed detours will be in place for non-local access.
Contractor responsibility
As part of this contract, the contractor is assuming full responsibility for the construction work until it is entirely complete as well as any damages to private property resulting from these construction activities. In the event of such occurrences, all claims for damages should be immediately reported both verbally and in writing to the contractor and to the City’s on-site representative. This will ensure prompt notification of appropriate authorities to complete the claim investigations.
Construction disruptions
The contractor will take every precaution to minimize interruptions to the everyday life of your family and/or operation of your business, but, as you can appreciate, there may be some inconvenience during the work, such as traffic delays, noise and dust. You may also feel vibrations due to heavy equipment operations. Vibrations from construction activities are quite common and are rarely a cause for concern. We would like to thank you for your patience and cooperation.

The City of Ottawa will begin the construction of new infrastructure in the area of Delmar Drive and Playfair Drive.
What: The following infrastructure will be constructed in the area of Delmar Drive and Playfair Drive:
- Approximately 400 metres of concrete sidewalk along the east side of Delmar Drive from the existing sidewalk northeast of Beattie Avenue to Kilborn Avenue.
- Approximately 330 metres of concrete sidewalk along the north side of Playfair Drive from the existing sidewalk fronting Playfair Park to Delmar Drive.
- Renewal of storm and sanitary sewers on Delmar Drive between the intersections of Playfair Drive and Beattie Avenue, along with additional drainage improvements in the vicinity of the intersection of Delmar Drive and Playfair Drive.
- Three speed humps on Playfair Drive between Dunkirk Crescent (east) and Delmar Drive.
Why: The purpose of the project is to:
- Construct new sidewalks on Delmar Drive and Playfair Drive to address critical missing links in the City’s active transportation networks to improve facilities for pedestrians.
- Renew sewers on Delmar Drive in proximity to the Playfair Drive intersection due to existing flooding concerns and to improve drainage.
- Implement speed humps on Playfair Drive following a traffic calming review complete by the City's Neighborhood Traffic Calming program.
When: Construction is anticipated to start the week of September 23 and be completed by the end of 2024. Some final works such as landscaping will be completed spring 2025.
Where: The project will occur on Delmar Drive and Playfair Drive.
Who: The City of Ottawa has retained the contractor, Green Infrastructure Partners (GIP), to complete the work.
If you have a subsurface lawn irrigation system that extents into City’s right of way, please notify the project team identified below to discuss requirements to ensure the system is not damaged during construction.
Traffic impacts
Reduced roadway widths and temporary lane reductions will be required at times to allow for the construction. Should any full road closures be required, advance notice will be provided to residents.
On-street parking and local access
While the construction activities are in progress, on-street parking will be restricted. Local access will be maintained to residents, business owners and emergency vehicles. Periodically, vehicular access to your property may be unavailable; the contractor is required to provide 24-hour notification of temporary loss of vehicular access/egress to your property. A temporary On-Street Parking Permit will be made available to allow on-street parking within two blocks of your residence when these disruptions occur. Residents with electric vehicles will need to find alternative charging arrangements when access is restricted. The use of extension cords within the public right of way is not permitted.
Should you have additional concerns about reduced access, such as business deliveries or accessibility requirements, please contact the project manager.
Impact on the right of way and adjacent private properties
The construction is within the City’s right of way but may result in some disruption to part of the private property directly adjacent to the work. The City will reinstate sections of landscaping, driveways and walkways that are disturbed by construction. However, if you have plants or any other assets located within the City’s right of way that you want to preserve, we suggest that you may want to move them in preparation for the construction work.
