The Development Charges Act identifies a prescribed Statistics Canada construction price index for Ottawa, which is listed under the Building Construction Price Index (BCPI) to allow the City to offset the impact of increasing costs associated with growth-related capital expenditures. The BCPI adjustment for 2021 that was released for Ottawa was 17.2 per cent. The current by-law provides for annual indexing of the charge on April 1 of each year without requiring an amendment. This timeline was extended in 2020 to October 1 of each year. The rates currently in effect will be adjusted in two installments of 8.6 per cent on October 1, 2022, and again by 8.6 per cent on April 1, 2023.

Development charges are the fees levied on residential and non-residential properties within the City of Ottawa. These charges help the City finance a portion of the cost associated with new infrastructure and municipal service expansion needed to support growth. The fees are paid by property owners who are seeking a building permit to develop their properties.

Development Charges Amendment Background Study-Leitrim Stormwater Facilities

The City is currently updating the Area-Specific Development Charge for the Leitrim-South Urban Centre. This is required in order to reflect the updated cost of the expansion of Pond 1, the construction of Pond 2 and related works.

An amended By-law will be provided to Planning Committee on January 23, 2018 and Council on February 14, 2018.
