Road closure and Noise By-law exemption for night work: Greenfield/Mann Avenues southbound & Hwy 417 westbound on-ramp nightly closures (September 23 to 26)
The City of Ottawa has commenced construction on the new watermains, sewers, and associated road rehabilitation work as part of the Greenfield-Main-Hawthorne et al. Reconstruction Project. To facilitate this work, the City of Ottawa has approved the closure of southbound Greenfield Avenue between King Edward Avenue and the Highway 417 on-ramp at Greenfield Avenue, as well as the westbound Highway 417 On-ramp as outlined below. Advance notice, public variable messaging signs, will be installed to inform of the pending ramp closure and night work. In support of this work, a Noise By-law exemption has been obtained between the hours of 10 pm and 5 am.
What: Road closure and overnight work on Greenfield Avenue / Mann Avenue southbound, between King Edward Avenue and the Highway 417 westbound on-ramp. The westbound on-ramp will also be closed nightly. Road closures are in conjunction with a Noise By-law exemption.
Why: The road closures are required for the safety of residents and workers as there is insufficient area to accommodate the paving operation and maintain vehicular traffic on Greenfield Avenue southbound and access to the highway. Following MTO guidelines and approvals, the 417 on-ramp will close nightly from 10 pm to 6 am for this work.
When: Greenfield Avenue southbound (King Edward Ave to Highway 417 On-Ramp), will be closed nightly on three consecutive nights from Monday, September 23 to Wednesday, September 25 starting at 7 pm and running to 6 am the following morning.
Work scheduled for Wednesday, September 25, was cancelled due to weather. Thursday, September 26, has been requested as the new alternate work date, with associated Noise By-law exemption being adjusted as well.
The Highway 417 on-ramp at Greenfield Avenue will be closed starting at 10 pm on the same nights. The noise by-law exemption mirrors these work times. Sunday, September 29 has been approved as an alternate date, if needed.
Where: Southbound Greenfield Avenue and the Greenfield Avenue Highway 417 on-ramp.

Nightly lane reductions & Noise By-law exemption: Nicholas Street - Highway 417 to Laurier Avenue (September 25 to 27)

To facilitate this work, the City of Ottawa has approved nightly lane reductions on Nicholas Street between the Highway 417 westbound on/off-ramps and Laurier Avenue, as outlined below. In support of this work, a noise bylaw exemption has been obtained between the hours of 10 pm and 6 am.
What: Nightly northbound and southbound lane reductions will begin on Nicholas Street between the Highway 417 westbound on/off-ramps and Laurier Avenue.
Why: These lane reductions are required for the safety of motorists and construction workers, as there is limited area to accommodate the grinding and paving operations and the necessary labour, materials and equipment.
When: Beginning Wednesday, September 25, Nicholas Street will be reduced nightly to one lane each direction between the hours of 9 pm and 6 am. This nightly lane reduction is expected to last until Friday, September 27 at 6 am. The scheduled lane reductions may be modified as needed, for example if weather affects the schedule, or if conditions change.
Where: Nicholas Street, in both directions, between the Highway 417 on/off-ramps and Laurier Avenue.

Laurier Avenue West and Percy Street signalized intersection
This notice is to advise you that beginning in late September, the City of Ottawa will start construction for the new Laurier Avenue West and Percy Street Signalized Intersection project, which includes construction of a new signalized intersection with crosswalks and cross-rides at Laurier Avenue West and Percy Street.
What: This project has been created to construct a new signalized intersection with crosswalks and cross-rides at Laurier Avenue West and Percy Street.
Why: This new signalized intersection will provide protected crossings and increased safety for pedestrian and cyclists.
When: Construction is expected to commence in late September and be completed by the end of fall 2024.

Traffic management
Residents can expect construction traffic and activity on Laurier Avenue West from Bronson Avenue to Bay Street and on Percy Street from Gloucester Street to Laurier Avenue West. Temporary lane reductions and pedestrian detours will be implemented as required throughout the project. Traffic control and flag persons will be present as needed. Local access will be maintained.

Contractor responsibility
As part of this contract, the contractor is assuming full responsibility for the construction work until it is entirely complete, as well as any possible damage to private property resulting from these construction activities.
In the event of such occurrences, all claims for damages should be immediately reported both verbally and in writing to the contractor and to the City on-site representative. This will ensure prompt notification of appropriate authorities to complete the claim investigations.

Carling Avenue and Edgeworth Avenue intersection modifications
Beginning late September, the City of Ottawa will begin its intersection modifications project at the Carling Avenue and Edgeworth Avenue intersection.
What: The City of Ottawa will be upgrading the existing intersection with curb extensions on the southwest, southeast and northwest corners, realignment of pedestrian crosswalks and an upgraded westbound bus stop. In addition, modifications to the concrete curbs, medians and sidewalks. The project will also involve extensions of the existing westbound and eastbound left turn lanes, along with the removal of the eastbound right turn lane along Carling Avenue.
Why: The project is being carried out to improve pedestrian safety at the intersection.
When: The work at the Carling and Edgeworth avenues intersection is tentatively planned to begin in late September and be completed by mid-December 2024.
Where: The limits of construction associated with this project are as follows:
- Carling Avenue from Lincoln Fields Station access to 110 metres east of Edgeworth Avenue
- Edgeworth Avenue from 40 metres north of Carling Avenue to 40 metres south of Carling Avenue
Who: The City of Ottawa has retained the contractor, Ottawa D Squared Construction, to complete the work.
Traffic impacts
To accommodate the proposed construction various lane reductions, and delays are expected. A north-south crosswalk and an east-west crosswalk will be maintained at all times during construction.

Abandonment of sanitary sewer on NCC lands (September 2024)
In September, the City of Ottawa will begin a formal abandonment of existing retired sanitary sewers located mainly on NCC lands north of Churchill Avenue and extending over to Patricia Street.
What: The City of Ottawa is formally abandoning existing sanitary sewers that are no longer in use, located primarily on NCC lands north of the Westboro Beach community. These sewers have been previously retired and disconnected from the active sanitary sewer system.
The work will consist of filling the abandoned sewers with flowable fill concrete, removing the tops of maintenance access structures, backfilling, and reinstating any areas disturbed to carry out the work.
Why: The retired sewers have been disconnected from the active sewer system over the years as newer sewers have been constructed. It is best practice not to leave retired underground sewers indefinitely to avoid problems on the surface if they fail. By filling with flowable fill concrete, the integrity of the surrounding lands is maintained.
When: This work is planned to take place over several weeks in September and October 2024.
Where: The proposed work will occur primarily on NCC lands with access from the Kichi Zībī Mīkan Parkway and Island Park Drive. Access from residential areas will occur at the north end of Churchill Avenue, north of Ferndale Avenue, and at the intersection of Pontiac Street and Patricia Avenue.
Who: The City of Ottawa has retained the contractor, R.W. Tomlinson Limited, to complete the work.
Traffic impacts
Traffic impacts on local streets will be minimized. Construction traffic will be present to carry out the work at the north end of Churchill Avenue north of Ferndale Avenue, and at the intersection of Pontiac Street and Patricia Avenue. All other traffic impacts will be limited to access points to the site from the Kichi Zībī Mīkan Parkway and Island Park Drive.
On-street parking and local access
Local access will be maintained throughout the project. On-street parking will be temporarily prohibited locally at the north end of Churchill Avenue at Ferndale Avenue, and at Pontiac Street and Patricia Avenue to provide unencumbered access for the contractor to complete the work at those locations. All other locations do not impede access or parking.

Former Metcalfe Library – Building demolition (2782 8th Line Road, Metcalfe)
The building previously used as the Metcalfe branch of Ottawa Public Library, located at 2782 8th Line Road, Metcalfe, will be demolished in fall 2024. Before the demolition takes place, Ottawa Fire Services and the Ottawa Police Service will be using the site for training exercises which will take place between October 7 – 11. There will be no impact to the local community during the training exercises.
Following the training exercises, the Library-owned site will be prepared for demolition.
What: The demolition of the former library building located at 2782 8th Line Road. Demolition will include all ancillary structures located on the site and restore the area to a level greenspace.
Why: A structural investigation of the property was conducted in 2019 which identified deterioration in the foundation of the building. Due to the building conditions, the costs of repair and annual maintenance of the existing building, and future needs of the site, the Library Board made the decision to demolish the structure. Ottawa Public Library relocated the Metcalfe Branch to its current location at 8243 Victoria Street, Metcalfe in 2022 and the former building has remained vacant.
When: The demolition work will follow the conclusion of the training exercises on the site. Work will be completed by the end of fall 2024.

Who: On behalf of Ottawa Public Library, the City has retained the contractor, PCS General Contractors, to complete the work.
Impact on the right of way and adjacent private properties
The demolition work will occur within the City’s right of way and City/Library property. Please keep your distance from the property and stay outside the construction fencing. 2023 Pipe repairs: road closure (Roger Road and Norwood Avenue)
This notice is to advise that construction in your neighborhood will be undertaken from September 30 to October 4, 2024. This work is being conducted to complete the replacement of approximately 10 meters of sanitary sewer infrastructure. As part of the work, a road closure is required.
What: Roger Road (Norwood Avenue to Logan Avenue) and Norwood Avenue (Heath Street to Crestview Road) will be closed with only local traffic being authorized to use the roadway. The intersection of Roger Road and Norwood Avenue will be inaccessible for the duration of the work.

Traffic management

Parking
On-street parking will be prohibited within the construction zone. Signs will be placed a minimum of 24 hours in advance indicating the parking prohibition. Vehicles parked at these locations may be towed at the owner’s expenses. Parking fines may also apply. In the event access to your driveway is temporarily restricted due to construction activities, the City’s inspector will provide you with a temporary On-Street Parking Permit (orange form) to authorize on-street parking within a few blocks of your residence.

Culvert replacements: Ward 19 (fall 2024)
As part of the City of Ottawa’s annual infrastructure maintenance cycle, rural road culvert replacements will occur to improve drainage and roadways. McCarthy Road concrete medians implementation
Beginning in October, the City of Ottawa will start the implementation of concrete medians in your neighbourhood.
What: The City of Ottawa will be implementing traffic calming measures along McCarthy Road. The work entails the implementation of five concrete medians along the roadway.

When: The night work is planned on Thursday, October 17, from 8 pm to 6 am the next morning.
Where: The closure will occur on Chamberlain Avenue, from Bronson Avenue to Bank Street, for one night to all but local traffic. Chamberlain Avenue will be blocked entirely from Kent Street to Bank Street.

Traffic management

What is Non-Styrene Cured in Place Pipe (CIPP)?
Non-Styrene Cured in place pipe (CIPP) is a sewer lining process where a styrene-free resin (glue like plastic) in a saturated tube is inserted into an existing pipe and inflated to take the shape of the existing pipe. Heat is then added to the inflated tube to cure (harden) the resin using hot water or steam. Once the resin has cured, a new seamless pipe has been installed in the sewer. The final step in the process is to cut holes in the newly installed CIPP liner to allow for flow from connected laterals to flow into the sewer. The use of styrene-free resin mitigates the odours emitted by standard styrenated resin during construction.
Traffic management
To accommodate the proposed construction, lane reductions and/or alternating traffic can be expected. Access to local businesses and private properties will be maintained throughout the construction period. Access for pedestrians and cyclists will be maintained.
On-street parking and local access
On-street parking restrictions will be needed to facilitate the work. Local access will be maintained to residents, business owners and emergency vehicles. General Avenue sidewalk renewal
Beginning in this fall, the City of Ottawa will start construction for the General Avenue sidewalk in your neighbourhood.
What: The work includes the installation of a new 2.0m wide concrete sidewalk on both sides of General Avenue. Catch basins will be adjusted accordingly along the way.
Why: The existing asphalt sidewalk is in disrepair and is to be widened to 2.0m to bring it into compliance with accessibility standards.
